Find the financial capacity
The CEO of the SNCF recalled that for the moment, “we are to find the financial capacity to finance the project”. Before repeating his interest in this project which he considers structuring, “at the national and even international level”. “How we develop this southern strip of the country, how we manage to connect these large cities in an efficient way by rail, to give a boost to the southern strip of the country. “
This stage of financing is still the subject of bitter discussions: we must meet 10.3 billion euros to finance the project, the State has committed up to 4.1 billion euros. But some communities, such as the Department of Lot-et-Garonne are reluctant to get their hands on the wallet.
As a reminder, on this financing file, the Occitanie region has committed to pay 1.2 billion euros, the Department of Upper Garonne will finance 747 million euros and the Toulouse Metropolis will spend 616 million euros.
Special equipment tax
A special tax could also be put in place, via a 2022 finance bill. This special equipment tax could bring in 960 million euros over forty years and possibly lower the amount of community contributions. A new tax which will be paid in particular by the inhabitants of Toulouse and of the other municipalities of the agglomeration as well as by a large part of the inhabitants of Haute-Garonne, but also of Albi, Foix, Auch, Agen, Carcassonne …
