“We take care of the invisible, but we are also invisible. ” The staff social and medico-social met on Tuesday November 30, 2021 at Rouen (Seine-Maritime) and in Caen (Calvados) to, they hope, finally benefit from the recognition of their professions, mainly in structures for disabled people. If the Prime Minister announced, on November 8, 2021, that the nursing staff – doctors, nurses, orderlies, etc. – within these establishments would soon benefit from the Ségur agreements (+ 183 euros net per month), the federations are not satisfied with it.

And for good reason, “this does not concern educational and accompanying staff, such as specialized educators and medico-psychological aids, among others”, indignant Patrice Maincent, president of Unapei Normandie (French federation of representative associations and defending the interests of people with intellectual disabilities and their families). The volunteer also explains that the general service personnel, which includes the cooks of the residences, the maintenance and administrative agents, will not touch the first one either.
“It seems inconceivable to us that only one category of staff benefits from this salary increase, whereas it is legitimate for all. During the health crisis, everyone was on the bridge!”
1,300 euros per month at the start of your career
At the level of his association, 36 positions are vacant in Normandy. At the level of the 13 federations, hundreds of positions remain fatally unoccupied, explains Jean-Pierre Mahier, director of Adaea Eure (Departmental association for help to children and adults in difficulty). Beyond the forgotten Ségur agreements, it is the insufficient budgets that undermine the sector and contribute to its lack of activity.
“These problems of resources mean that young people, who have received their diploma at the end of a BAC +3, find themselves starting their careers with only 1,300 euros per month … But there is also a risk of endangering public, since there is a lack of personnel. “
Different hospital salaries
Corinne, director of the L’Accueil de Saint-Aubin association, a site which brings together three establishments with 125 residents in Saint-Aubin-lès-Elbeuf, knows only too well the shortage described. “We have great difficulty recruiting or retaining orderlies and nurses. One of them was recently issued at my facility. They choose to start from health for support, except that with an equivalent diploma, it is impossible to pay them as in hospitals … “which never happened before”.
