Near Toulouse, more than 30,000 inhabitants will soon pay according to the volume of their waste

Paying according to the volume of household waste is a principle increasingly applied by local communities. In Haute Garonne, the Sicoval, the urban community of south-eastern Toulouse, applies what is called “Incentive pricing for household waste” since 2016 and Toulouse Métropole has launched a study in June 2021 to find out precisely the feasibility. “More than 200 communities have implemented this incentive pricing in France and the regional plan of Occitanie, in this regard, aims to apply it to 30% of households ”, explains Paul-Marie Blanc.
Nearly 35,000 inhabitants concerned
The latter is the president (PS) of the Community of communes Coeur de Garonne, which brings together 48 towns in the center of Haute-Garonne, of Sainte Foy de Peyrolières up to Boussens, further south, at the gates of Comminges. Communes like Berat, Rieumes, Martres-Tolosane and Cazères, where the headquarters of the community are located, are for example affected by this reform of the payment of household prescriptions.
A system identical to that of water
Near 35,000 inhabitants will therefore start paying according to the actual volume of their bins from the 1uh January 2023. “It will not aim to penalize users but to raise awareness that we will no longer operate like that. Ultimately, the principle that we are going to put in place resembles the drinking water system, where there is the payment of the fixed subscription plus the payment of the volume of water consumed. Residents will pay according to the volume of waste and no longer a household waste collection tax (TEOM) included in the property tax and based on the rental value of the accommodation ”, specifies to Toulouse news Paul-Marie Blanc.
Environmental and financial reasons
The first reason for this transformation is environmental according to the elected official. “The waste of our territory is buried in the center of Liège (Haute-Garonne), in the Comminges, near Saint-Gaudens. Or, there is more and more waste and the site has limited capacity ”. The second reason has more to do with the wallet. ” We pay the TGAP (the general tax on polluting activities, editor’s note) to the State. Or, this tax has gone, in a few years, from a cost of 10 euros / tonne to nearly 60 euros / tonne! The State strongly encourages us to reduce the volume of our waste. If we do nothing, we will be forced to pass this regular increase on to households and the bills will explode. Users are not necessarily aware of it, ”continues Paul-Marie Blanc.
“The subject is sensitive”
The president of the Community of communes does not hide it: on the ground, “the subject is sensitive”.
“Some tell us that it’s an additional tax or think they will pay more. It’s just a system that replaces another, the community is not intended to make a profit. Individuals, but also Town halls, canteens … Everyone will have to make an effort. And for a large majority of the population, the cost will be the same or lower “.
A payment each time the bin is lifted, not by weight
The price list, which will be the basis for this future pricing, has not yet been approved by elected officials. How will this incentive pricing really be implemented on a daily basis for the approximately 35,000 inhabitants of the territory? The answer with Francois Deprez, vice-president of the Coeur de Garonne community of municipalities in charge of waste management.
“First, the principle will be to fill each bin as much as possible and payment will be made according to the number of collections? The bins will be equipped with chips while in order to be able to deposit in voluntary drop-off points and columns, individuals will bring a badge. This way we will know who made a particular deposit. It will not be a question of paying by weight, but by the number of times the inhabitants present their collection bins. this system has been installed, the volume of waste has decreased by an average of 30% “.

And in collective housing?
A heavy reform but easier to implement in this rural area than in the Toulouse metropolis, for example, where 75% of the population lives in collective housing. “For apartment buildings, the treatment will be done on a case-by-case basis. We will ask the developers and managers of these residences to set up voluntary drop-off points, which will work with an access badge, ”concludes François Deprez, also mayor of Saint-Elix-le-Château.
If, on the other hand, the building has a collective bin, the invoice will be sent to the building manager (trustee, lessor, etc.) and the payment of the invoice will be included in the charges.
