The Director General of Toulouse University Hospital leaves his post for the General Inspectorate of Social Affairs on the evening of November 30. Marc Penaud looks back on his three and a half year mandate and on the projects launched for the hospitals of Toulouse. Maintenance.
Why are you leaving?
After 27 years of management in the public hospital (functional director then deputy director general and director general), I wanted to join the General Inspectorate of Asocial Affairs (IGAS) because it will no longer be possible to do so after December 31. next (civil service reform). IGAS is dedicated to health and social cohesion and these two themes animate me at the start of my career. The public hospital is a shock absorber and the work of cohesion is more important than ever.
What is your assessment of your mandate?
First of all, great pride. This CHU is magnificent by its size, its impact, the quality of its support and its prospects. The level of care at Toulouse University Hospital is exceptional, it is not for nothing that we are first in the rankings. When I arrived, I quickly had three convictions: the Toulouse University Hospital is made up of great professionals, health in Toulouse is an important object within a formidable ecosystem (care, research, teaching) as important as the aeronautics and finally the Toulouse University Hospital is a major establishment in the healthcare system in Occitania and in research and innovation, as the Covid crisis has shown. We have launched three places in the national calls for projects and our strong axes such as cancer and aging continue to progress.

What is the financial situation of the Toulouse University Hospital?
A hospital is not a business. But it is important that our projects are sustainable, a return to balance is essential. From a deficit of 20 million euros in 2017, we have practically reached a break-even point in 2020 with a shortfall of 1.5 million euros on a budget of 1 billion and 350 million euros and a return to our capacity funding around 30 million euros. All this thanks to the aid of the Regional Health Agency (ARS Occitanie) and the Ségur de la santé as well as the priorities made internally such as investments in IT and biomedical.
All the hospitals are understaffed, how is the situation here?
Taking care of caregivers was my second file. It is not enough to tell caregivers that they are important, it is also necessary that they find meaning in their work. We have invested in training, in the simplification of internal processes, in support for team projects. The salary increase brought about by the Ségur de la santé is both fundamental and historic; we are very content with this support. Thanks to our virtual job dating method, the reorganization of the recruitment unit and the elimination of contractual time in shortage jobs, we are perhaps a little less affected than certain establishments by the lack of personnel. Currently, we have 104 vacancies out of 16,000 employees and they correspond to permanent needs for non-medical personnel. We will also integrate additional doctors. As for closed beds, we are not affected by the 20% figure announced. We have 95 closed beds out of 2,100 full hospital beds, due to work, absenteeism or occasional shortage of staff.
A large regional children’s hospital and the grouping of Rangueil and Larrey hospitals
What are the upcoming projects?
There are two major projects: the large regional children’s hospital (GHRE) in Purpan and the southern site between Rangueil / Larrey and the Oncopole. The GHRE will be based on an extension with a new building for neonatology (in 2025), the grouping of child psychiatry (2026), a building for critical care and emergencies in a complex rehabilitated by 2032. The site that I ‘called “Santé Sud” will technically record the closure of the Larrey hospital and the regrouping on Rangueil with a new building, the H4, which is scheduled to open for 2029. In this perspective of regrouping in Rangueil, the physical doctor services and rehabilitation, follow-up care and rehabilitation, thanatology and forensic medicine will be transferred to Purpan on the old U2000 (former emergencies on the Place Baylac side) at the beginning of the year 2023. For these two major projects the investment will be 386 million d ” euros with support from the State of 90 million euros (54 million from Ségur for investment aid and 36 million for debt recovery) and financing through borrowing and the sale of assets on La Grave and Lar re y.
Anne Ferrer is acting
As she already did in 2018 for six months between the departure of the previous director of the Toulouse University Hospital, Raymond Le Moign, and the arrival of Marc Penaud at the head of the Toulouse Hospitals, Anne Ferrer, deputy director general, will ensure interim while awaiting the appointment of a new general manager.
