Construction dispute in Ďáblice: the local and town hall are against the municipality
“We consider it inadmissible to consider the intentions that the City of Prague 8 did not carry out the approval process in the city district authorities. Specifically in this case, as a town hall publicly and by a resolution of the council, we accepted the Vision of Ďáblice housing estate, which is under the auspices of the Krásné Kobylisy association and which was prepared on the initiative of local citizens, “said Tomáš Hřebík, Prague 8 councilor. , so that significant changes in the territory, especially changes of a construction nature, are consulted with the inhabitants and their suggestions are taken into account.
The Ládví apartment building should present an experimental modular building with a maximum of three above-ground floors, in which the municipality plans to build 25-35 smaller housing units for rent. In connection with the construction, citizens are afraid, in addition to the thickening of the housing estate, the reduction of parking spaces, the reduction of greenery and social impacts on life and safety in the vicinity of the Ládví metro station.

According to Deputy Mayor Petr Hlaváček (TOP 09 and STAN – United Forces for Prague), however, these fears are out of place. “First of all, I would like to point out that a specific project for the said land has not yet been created, if there is agreement on the assignment and the concept, it will be prepared. And, of course, as part of further preparations, it will be continuously consulted and discussed with the city district. In general, however, it must be said that the intention would be in line with the principles of the Vision concept. The green areas within the plots would be preserved, as well as roads and parking spaces will be preserved, “said Hlaváček.
In the case of the Ládví Apartment Building, according to him, this is an urban construction of rental housing with the aim of expanding the housing stock owned by the city to provide housing, for example, to applicants from key public sector professions. “From this point of view, it is therefore necessary to balance all public interests,” the deputy said.
Universal solution for similar plots
The current zoning plan does not envisage the Ládví Apartment House project in Davídková Street. The proposed territorial study for the Ďáblice housing estate, presented by the Institute of Planning and Development of the Capital City of Prague (IPR) on 20 September, representatives of the Krásné Kobylisy Association and the Prague 8 District, excluded this construction according to opponents of the plan. About a month later, however, the Prague City Council approved the plan, and on October 20, a version of the territorial study was amended.
“There is a discrepancy between the city’s organizations and an unconceptual approach to such affected changes. If the IPR changes its expert opinion by 180 degrees within a month, we must ask whether the construction is really planned within the conceptual development of the housing estate, or it is an awkward result of political interests aimed at increasing urban housing capacity, “said Jana Rozmarová. chairwoman of the Krásná Kobylisy association.

Marek Vácha, an IPR spokesman, said that construction on the land was not ruled out. “From our point of view, however, other places were a priority in the study. However, after consulting with the Prague Development Company, we have no problem with possible construction at the site, ”they explained.
The Ládví apartment building is to be a model project that emphasizes sustainability and all environmental parameters, also from the point of view of the so-called circular economy. Due to the modular solution, the construction itself would take several months and would therefore have only minimal impacts on the environment in terms of traffic load or dust from buildings. In addition, the project of the house should be prepared reasonably universally so that, in the event that there is no support in the said place, it will be transferable to other plots of land in Prague owned by the city.
