David and Anthony, young people who have become visible again
Like 190 other beneficiaries in the Metropolis, these two inhabitants of Trait are supported within the framework of a device aimed at helping young people cut off from any institution.
Health, employment, access to rights, housing … Many young inhabitants have to face social difficulties. Since 2019, the Metropolis has been experimenting with a new way of acting with so-called “invisible *” young people, with around fifteen municipalities and institutional and associative partners. It is no longer a question of waiting for them, but of going to seek, relying on those who know, to support them in their journey of social and professional integration.
At Le Trait, 13 young people were identified and followed up at the social center by Franck Roger, employment-training support, and Nicolas Simon, specialist educator. Among them, David Motte and Anthony Lenormand. David, 27, a well-known son with a lot of hardships. “I went to see Franck in 2019. I had no job, no qualifications, no accommodation, no rights … I wanted to register to receive the RSA. I wanted to get out of it, to become independent. »Thanks to the partners of the network coordinated by the Metropolis, David was able to discover several sectors of activity – market gardening, green spaces – before finding his way: the second work in the building. At the same time, David and Franck are working on mobility, rights, anything that can allow David to gain confidence in himself and in institutions. While he is now ready to integrate a work integration project, David is making progress on all fronts. “My projects are to integrate myself professionally, to consider qualifications, to obtain a driving license and accommodation. »Franck and Nicolas are always at his side. “We rely on its pace … which it has also accelerated more and more! “Younger – he is just 18 years old – Anthony joined the device in early 2021, after long months of hardship. “I dropped out during the first confinement, in 2020. I was in the baccalaureate pro Construction worker in metalwork, and placed at Idefhi. I ran away, I slept with friends, then with my mother. It was also his mother who introduced David to Franck. “The priority was to stabilize his situation: access to rights, to have an identity card, the Youth Guarantee … Now that he is insured, it is time to sit down and think about his future. »He will always be accompanied by Franck and Nicolas. “The key to support is proximity,” continues Franck. The metropolitan system allows us to protect networks and to bring out new ones, to better understand each person’s prerogatives and resources. It also allows us to give ourselves more visibility with our fellow citizens. The project was extended until 2023, in order to identify other young people.
* The invisible young people are between 16 and 29 years old, neither in study, neither in employment, nor in training, and not accompanied by the public employment service or by any other actor of social and / or professional integration.
Results of two years of experimentation
> 192 young people spotted
> 79% are men
> 75% are between 19 and 26 years old
> 27 went out for training or re-schooling
> 39 left for a job (CDI, CDD, long-term interim …)
> Only 33 young people (17%) ended their course early
> 68% are registered with the local Mission and / or Pôle emploi
A renewed device
In 2019, the Rouen Normandy Metropolis undertook to launch a collective proposal to respond to the call for projects launched by the State launched as part of the Skills Investment Plan (PIC) in order to “identify and mobilize invisible audiences, especially the youngest of them ”. Fifteen municipalities have associated the Group: Canteleu, Darnétal, Elbeuf, Grand-Couronne, Le Trait, Malaunay, Maromme, Petit-Couronne, Le Petit-Quevilly, Rouen, Saint-Aubin-lès-Elbeuf, Saint-Etienne-du-Rouvray , Sotteville-lès-Rouen, Sotteville-sous-le-Val and Yainville.
The Métropole’s proposal was retained by the State for a period of 2 years, from September 2019 to August 2021; the objective being to identify and mobilize 200 to 250 young people over this period. The total amount of the project is € 486,700, of which € 106,700 is financed by the Rouen Normandie Metropolis. For the metropolitan area, this project is an opportunity to strengthen the network of field professionals able to identify and reach out to these people. It offers the possibility of developing and experimenting with a collective organization able to mobilize young people who do not benefit from the common law offer available to facilitate their social and professional integration.
The State plans to renew this device. The new framework of the call for 2021 provides that part of the regional envelope can be allocated to the matching of projects already selected by signing a new agreement for a period of 20 months (2021-2023). The Métropole’s application was selected to extend and strengthen the experiment for a period of 20 months (2021-2023).
