Prague 5 is against new buildings in the countryside, preventing the sale of key land in private hands

In six cases in the last six months, the Prague 5 City Council has approved a negative opinion on an application for the exchange or purchase of land owned by the City of Prague by a private company. It thus prevents future construction in “green” zones.
Prague 5 is regularly asked for opinions on the possible sale or exchange of land in the city district, which is owned by the capital city of Prague. Very often it is a merging of land of small owners, development companies and metropolises in attractive locations with a predominance of greenery, where an effort to change the zoning plan and housing construction can be expected.
“Prague 5 is one of the greenest parts of the city and some locations are therefore extremely attractive for new development. This is, of course, a legitimate attempt by investors to enhance the land, but equally legitimate is the will of the City Council to preserve this greenery. That is why we have only issued six negative opinions in similar cases in the last six months, ”explains Martin Damašek, Deputy Mayor of Prague 5, in the area of property.
Currently, the Prague 5 City Council has issued a negative opinion on Satpo Projekt VII’s application for the sale of part of the land owned by Prague on Paví vrch in Smíchov, where the memorable Oak Oak trees grow. According to the investor’s intention, roads will be built on the city’s lands, which will make his other lands accessible. This would be a technically affordable future development.

“In this case, the Council had a negative opinion from the Department of the Environment, because the urban land is in the protection zone of the Summer Oaks and the construction of the road would directly endanger the trees. The Department of Transport, the Department of Property Management also oppose it, and the Department of Territorial Development did not agree with the fundamental intention, because we have no idea what the next investor in this sensitive locality is, ”adds Deputy Mayor Damašek.
Prague 5 proceeded similarly in other cases. For example, when applying for the purchase of part of the land in the Bašta biocentre, which is part of the protection zone of the Prokopské údolí nature reserve, the U Jinonického Rybníčka park area, or when applying for long-term lease of commercial activities at the Motolský brook bed.
“Negative views in similar cases are important, although it can sometimes seem like a legitimate request from a small private owner. But we know quite a bit about the stories when lands in the countryside were unobtrusively consolidated and in a few years we managed to change the zoning decision and start building. I would like to show that Prague 5 simply does not want to expand the development in green areas, “concludes Deputy Mayor Martin Damašek, adding that he welcomes the construction of new apartments in suitable places such as gaps or brownfields, where the city district can negotiate development investments in public space or land for new school facilities.
