Ramsay Santé is not quiet, and lets it be known. A few hours from a demonstration scheduled for Saturday, November 20, 2021 in front of the clinical of the Union a Saint-Jean (Haute-Garonne), at the gates of Toulouse, the private group cracked a statement Thursday “in reaction to the call to rally in front of the establishment”. Not less than 27 mayors of the sector, and from all political stripes, in fact called on the inhabitants to come and beat the pavement on Saturday, during a major citizen mobilization, intended to “say no to toll parking “ from the clinic. In return, Ramsay threatens the mayors with “prosecution” in the event of “material damage” or “limitation of access to care”. Point.
Worried about this “explicit invitation to ‘popular overflow'”
“The L’Union clinic in Saint-Jean and the Ramsay Santé group are part of their deep concern to deal with the call of some mayors to demonstrate this Saturday, November 20 on the forecourt of the establishment to denounce paid parking on the site, ”writes the management of the establishment.
The Union clinic reminds that the activity of a health establishment (general emergencies, maternity, intensive care, etc.) must be ensured in a context of optimal safety of reception and care, especially on weekends. -end, peak period in the emergency services. This secure charging price cannot be guaranteed in view of the explicit invitation to “popular overflow”.
Management thus alludes to the words of Marc Peré. While the organizers had indicated Monday, November 8 that beyond this event, “the demonstration is bound to repeat itself every month”, the mayor of L’Union had warned the group Ramsay, which takes “the risk that his image is tarnished, and that the patients turn away from it. It will go crescendo ”, warned Marc Péré, who saw it coming. “The time of popular outburst”.
The clinic is surprised “by such an action (…) by elected representatives of the Republic”
While almost all the mayors of the sector called for demonstrations, the management of the clinic “is surprised that in a health and safety context which must lead to observing strict rules, such action can be close to elected representatives of the Republic ”. She recalls “that the establishment is a private site and that access to its enclosure is strictly reserved for staff, patients and visitors to care services”.
As a result, the Union clinic calls for the responsibility of elected officials and will initiate proceedings in the event of damage occurring in gatherings or cases of limitation of access to care due to any impediment.
Who are the 27 mayors of the sector opposed to paid parking?
The 27 mayors who mobilize citizens against paid parking at the Clinique de L’Union are: Jean-Noël Baudou (Gémil), Éliseo Bonneton (Saint-Jean-L’Herm), Daniel Calas (Gragnague), Jean-Baptiste Capel (Montastruc-la-Conseillère), Thierry Castet (Roquesérière), Christian Ciercoles (Garidech), Didier Cujives (Paulhac), Bruno Espic (Saint-Jean), Diane Esquerre (Castelmaurou), Marc Fernandez (Beaupuy), Brigitte Galy (Bazus ), Sabine Geil-Gomez (Pechbonnieu), Fabian Giza (Azas), Corinne Gonzalez (Lapeyrouse-Fossat), Isabelle Gousmar (Montjoire), Gilles Joviado (Buzet-sur-Tarn), Sophie Lay (Saint-Geniès-Bellevue), Claude Marin (Saint-Loup-Cammas), Robert Médina (Mondouzil), Marc Péré (L’Union), Michel Rougé (Launaguet), Bertrand Sarrau (Labastide-Saint-Sernin), Thierry Savigny (Montberon), Jacques Sébi (Montrabé) ), Philippe Seilles (Bonrepos-Riquet) and Jean-Gervais Sourzac (Rouffiac-Tolosan).
Ramsay defends his initiative
The establishment, which defends tooth and nail its initiative, finally returns to the reasons for the establishment paid parking, noting in passing that “this practice is not specific to the Union Clinic, since all health establishments in the region have returned or are about to make their paid parking”.
According to Ramsay Santé, paying access to the car park makes it possible to “cover the costs of maintaining and securing these car parks” which are “entirely covered by the establishment”, but also according to her to “guarantee available places. ” in ” saturation by suction cup cars ”. “Fallacious arguments” had the local elected officials. “It is not a place of major tourist destination”, ironically in particular Didier Cujives, mayor of Paulhac, and president of the departmental tourism committee.
The mayors for their part make the distinction between on the one hand the similar price measure by the CHU at Purpan Hospital, where paid parking – but with patient rates at symbolic price – was intended to allow users to park , while curbing the behavior of motorists who took the opportunity to take the tram and go to the airport, and on the other “The humbug” from Ramsay to L’Union, dixit Bruno Espic, the mayor of Saint-Jean.
“No dividend to shareholders since 2014”
And while elected officials, such Didier Cujives, had deplored “that we undermine the principle of free health care, to go fatten up shareholders of the Ramsay group who want more dividends ”, the interested party requested that he“ paid no dividend to its shareholders since 2014 ″. As for the revenue generated by this parking, according to Ramsay, they should be “600,000 euros and not 2 million as has been mentioned” by the mayors. An envelope which “will participate in investments on the site” insists on the group.
Ramsay defends “exemptions, mayors not convinced.
Both camps seem frozen in their positions. Ramsay, who indicates that “the first half hour remains free for all”, allowing “access to consultations”, specifies that there are “many situations” allowing to be exempted from paying, or to “take advantage of tariffs. very preferential: Disabled people, people accompanying hospitalized minors or people coming for chronic care (such as) will find free parking ”. On arrival, according to the group, “35% of users benefit from total free parking”.
“Not enough” for the mayors of the area. “If their system is really intended to fight against suction cup cars”, they are not against barriers, but are demanding free for all patients… and for their visitors. They intend to make it heard, this Saturday at 3 p.m., on the forecourt of the Union clinic. With or without the approval of management.
