Unrelated jobs are not a recent phenomenon in France, but the health crisis has passed by. And has amplified the situation in many sectors. Currently, a million jobs are to be filled in our country, a sign that the economy is rapidly spreading… while three million people are unemployed.
43% of “difficult” recruitments
In May 2021, Pôle Emploi Occitanie published the workforce needs of businesses in the region. Results : there were 246,580 hiring intentions in Occitania. Among them, nearly 106,000, or 43% of all the projects identified, had difficulties.
Here are the 10 professions who then had the highest recruitment difficulty rate in Occitania:
- Home help and household help
- Nurses, nurses and pediatric nurses
- Domestic workers and housekeepers
- Masons, plasterers, tilers … (skilled workers)
- Nursing assistants (medico-psycho, childcare auxiliaries)
- Technicians, maintenance and environment control agents
- Real estate agents, trustees
- Engineers, research executives & IT R&D
- Unqualified workers in the structural work of the building
- Unqualified construction workers (painters, etc.)
“Trucks remain parked in the car parks …”
To this Prévert-style list, was added the road transport sector. According to figures from the National Federation of Road Transporters (FNTR), there is a shortage of 40,000 truck drivers in France. To which must be added needs in logistics. That is a total of some 80,000 overdue positions.
“We launched a survey in Occitanie to find out precisely the number of positions to be filled in our companies. Drivers represent 80% of employees, ”says Françoise Gleize, general delegate of the FNTR in Occitanie.
According to figures from Pôle Emploi Occitanie (vacancies between September 2020 and August 2021), there are nearly 6,290 vacancies to be filled in the field of “long-distance freight transport management”.
“We felt the recruitment difficulties before the Covid and the crisis accentuated the phenomenon. And the economic recovery was rapid and violent. We know a not great age pyramid. Employees can retire at 57.5 Years after 25 years of activity and not enough young people are arriving in the profession to ensure the renewal. Driver. There are some delays in deliveries but fortunately, it is not the same situation as in England “.
Find a job compatible with family life, no longer pile up the hours for an often derisory salary … The lessons and experience of the health crisis have passed through this. And the freight transport sector must reinvent itself. “There is an image of the profession to correct,” admits Françoise Gleize. However, working conditions have evolved, she wants to know.
“In Occitania, 75% of drivers do not drive more than 150 km per day at the wheel of their truck. These are often jobs close to the territories, and schedules that can be arranged either with long journeys or weekly trips or those which leave the possibility of returning home in the evening “.
Make jobs attractive
How to attract candidates? The question of salary is obviously the first concern. In road transport, beginners hire at the minimum wage. Not necessarily attractive… “We have to make this profession attractive. We will have the NAO (Mandatory Annual Negotiations, editor’s note) in November and the idea will be to increase the hourly rate, ”continues Françoise Gleize.
In the hotel industry, we are also looking gloomy while the activity is well distributed. “The labor shortage is a drag on the recovery. Hoteliers tell us they could experience a 5-10% increase if they had enough staff. We must make the sector attractive ”, observes Jean-Claude Dardelet, president of Toulouse Métropole Attractiveness Agency.
Hotel and restaurant industry: a lack of “historic” personnel
In the field, Ivo Danaf, president of the Umih (Union of trades in industry and hospitality) of Haute-Garonne, clearly feels this problem in the hotel and restaurant industry. According to him the “suffering” and the lack of personnel are “historic” in Toulouse.
“In bars, restaurants and hotels, 500 positions for cooks, waiters, night watchmen, receptionists are to be filled in Haute-Garonne, including more than 350 in Toulouse alone. Before the Covid crisis, we already had problems recruitment, especially chefs. Since the health crisis, we have a real problem in all positions. “.
Restaurants on the sails
The restoration saw a territorial divide, Ivo Danaf, between a city center of Toulouse which judges in particular of the extension of the terraces, “and which knows a big craze since this summer”, and the second and third ring, “where there is catastrophic situations. Some establishments even had to close permanently, even though they were operating more or less normally, because they had no applicants for their offers or they knew a lack of customers ”.
In the Pink City, the examples of cafes, brasseries and restaurants that close their wings on Saturday and decide to close an extra noon or not to open one in two, are multiplying. to compensate for the lack of personnel.
Two solutions are available to business leaders, according to him. “Hire unskilled labor and the previous one, but it takes the time and the means.” Many young people hired are not in the business, this affects the quality of service. Then, you have to turn to the CFA (apprenticeship training centers, editor’s note), hotel schools, and also the school of Thierry Marx, for example.
Should we increase wages?
Should we go through an increase in wages? If Ivo Danaf believes that the catering industry and the entire HCR sector (Hotels-cafes-restaurants) must “Review its operation”, he does not believe in this solution at all. “Everyone would love to do it! But companies that have a fragile financial balance cannot afford. The net profits of restaurateurs amount to 5 or 10% of turnover, never more. And the workforce represents 40 to 50% of the turnover of the trader. An employee at 150 euros that would be increased by 10% up to 1,650 euros, I do not think that the reason for working in the restaurant “, he continues.
At the CHU, 140 vacant positions in the paramedical
Weakened at the height of the pandemic, but boosted by the investments of the Ségur de la Santé recently announced by the 2021-2029 Action Plan, the Toulouse University Hospital in the midst of a recruitment campaign but is struggling to find all the profiles. does not need.
But according to management, there is no emergency. “Currently, 140 positions are vacant in the paramedical sector, which represents 9,000 staff out of the 16,000 at the CHU. We have needs in all trades but these are normal figures. The situation in our CHU is not obvious but it is more comfortable than other establishments. There is a desire to work for the Toulouse University Hospital, ”says Florian Taysse, deputy director of human resources at the Ville Rose University Hospital.
Ségur de la Santé and integration into the public service
According to calculations by the HRD of Toulouse hospitals, the Ségur de la Santé makes it possible to make jobs more financially attractive. ” There is the increase of 183 euros net monthly and the upgrading of index grids. A nurse is now at 2000 euros net per month at the start of his career“, Continues Florian Taysse.
The Toulouse University Hospital has chosen to recruit contract workers by aligning them with the civil service grids, and to integrate them after 8 months of contract. Block nurses, anesthetists and radio manipulators are certified as civil servants.
Tension on specialist nurses
The CHU is looking for medical and administrative profiles, but the most important difficulties concern specialized nurses or positions related to medical imaging. “On IT, we face competition from large groups for the recruitment of engineers,” points out Florian Taysse.
The next Job dating to join the Toulouse University Hospital will take place in April 2022. The first three operations made it possible to recruit a small 100% of people.
