Health care systems in 31 advanced economies were analyzed. In 14 of them, they turned out to be mainly according to the budgetary scheme, in 17 – mainly according to the compulsory medical insurance system. In Russia, health care expenditures were at the lowest level among all the countries under consideration, while the share of extrabudgetary expenditures, on the contrary, was the highest.
“The current compulsory medical insurance system does not provide for drug provision of insured persons in the provision of medical care on an outpatient basis. In the aggregate of the problems with the subsidized drug, described by the methods of reducing mortality and increasing the life expectancy of the population, the report says.
In addition, there are shortcomings in the system of preferential drugs. A number of them reduce the lists of population groups entitled to receive subsidized drugs for outpatient treatment.
