Ten years after the deployment of fiber, 86% of Toulouse households are eligible. But among the 48,000 remaining homes to be equipped, some are getting impatient. For Sylvie, who lives in the Borderouge district in Toulouse, Internet access comes down to “connection sharing” in 4G, thanks to her smartphone subscription. Its ADSL speed is very low, or even nonexistent. “To telecommute, it’s hell,” explains the mother. The fiber connection would solve her problems… but she has been waiting for it for 3 years. Like Sylvie, people from Toulouse have written to us to tell us about their difficulties in being connected. “It’s been a fact that I have been told of fiber eligibility for next week. A year later, no news and still no fiber, ”says Sébastien, who lives in the city center. “My neighbor is eligible (he has also had fiber for a week) but not our home, while we are connected to the same telephone pole,” explains Fabrice.
The reasons for the delays
“I understand that some people are wondering about the deadlines. When in a street, all the accommodations are fiber-reinforced up to number 25 for example, and that at 27 there is no fiber…. But this can be for several reasons, explains Jean-Christophe Arguillère, regional delegate of Orange, main installer of fiber in Toulouse. An owner can refuse to run a cable over his wall; when the city is asked to install a pole to remedy it, it can refuse. If Enedis is asked to run the fiber over an existing pole, the company may argue that the load is already too great. Afterwards, there is also the refusal of certain condominium trustees. They answer that they do not want work at home, that the ADSL speed is sufficient. “

When did the fiber roll-out in Toulouse start, and when will it end?
The deployment of fiber began in 2012 in Toulouse, which is one of 106 French municipalities placed in a “very dense zone for the deployment of fiber. The government has set a target of 100% of households with fiber in 2025.
How many households are eligible for a fiber offer?
86% of households are eligible for a fiber offer in Toulouse intramural. This represents 294,000 housing units, of which 278,000 have been installed by Orange, which has a dual role: installer, and operator with its Fiber offers. In the Department, 75% of housing is eligible.
Comment other operators do?
To be able to market their offer, the other operators (SFR, Bouygues, Free are the main ones) must pay an “entry fee” to the operator who installed the network.

In the west of the metropolitan area, in a “moderately dense” area, ie the inner suburbs, Orange was responsible for the installation. In the east of the agglomeration, it is SFR.
