Russia may become a party to the Convention on sunken ships
Russia intends to join the Nairoben international convention on the disposal of sunken ships. The deputies plan to consider the corresponding bill at one of the plenary sessions of the State Duma in the autumn session.
In accordance with the provisions of the Nairobi Convention, if an incident occurs in the waters of one of the participating countries, the master and operator of the vessel must report that party to the other party. Further, the information goes to another interested state and the owner of the sunken property, which he will have to get and dispose of.
An essential position of states is the responsibility for the safety of ships flying the flag of these states, but also from all other ships calling at ports or roadsteads of these states.
Russia’s non-participation in the Russian convention creates a situation. At the same time, foreign ships entering Russian waters are not subject to similar requirements.
The conclusion of the agreement in the explanatory note to the draft law, “by requiring the requirements of the Convention in foreign waters, the Russian Federation does not enjoy the benefits that a state party to the convention receives.”
