Toulouse. For Archipel Citoyen, fuel poverty must also be addressed at the local level

On the occasion of the first National Day of Energy Poverty, elected officials of the municipal opposition group in Toulouse Citizen Archipelago signed a text calling for the “urgency of a municipal energy transition”, alongside groups of elected officials from other cities in France.

“The observation is that there are 12 million people who are fuel poverty in France ”, underlines Francois Piquemal, elected Citizen Archipelago. ” A Toulouse metropolis, it is estimated that there are more 47,000 households in a situation of energy vulnerability, either 13% of households. And these figures date from 2019, the Covid crisis and the explosion in the price of energy have undoubtedly made matters worse ”.
Local solutions

And according to Archipel Citoyen, the solutions to fight against this fuel poverty can also be local. “50% of greenhouse gas emissions are local,” explains Maxime le Texier, elected citizen of the Archipelago. “The Metropolis and the City are relevant scales for these issues ”.
To fight against energy poverty, the elected representatives of the Citizen Archipelago have proposals to make. “During the campaign, we had proposed to renovate 10,000 housing units in the Toulouse metropolitan area on the mandate, ”explains François Piquemal. “A 65 million euro plan that can generate 170 million euros in economic benefits for local businesses, particularly in the construction industry”.
An “ineffective” device
A proposal that the opposition group puts back on the table, believing that Toulouse Métropole is not at the rendezvous of the fight against fuel poverty. “The current system of subsidies is ineffective”, judges Maxime Le Texier. “To access thermal renovation assistance, you must already know that it exists, have the time to take the necessary steps, have access to the Internet… We believe that it is necessary to develop and perpetuate household advice systems and above all to reach out to people ”.
Group purchasing, development of anaerobic digestion …
The elected officials of Archipel Citoyen also plead for the establishment of a group purchasing scheme for green energy, but also to accelerate the energy autonomy of the metropolis, in particular by promoting the methanization of organic waste.
They point out that fuel poverty also weighs on transport: “Urban sprawl, the growing imbalance in transport supply between the city center of Toulouse, which is well served, and our remote towns, condemned to individuals, contribute to precarisation. of our homes. We recall, once again, the need a transport emergency plan, covering the needs of the entire Metropolis and not just Toulouse ”.
