Russia proposed an amendment on forestry projects in the Paris Agreement

MOSCOW, November 11 – RIA Novosti. The Russian delegation proposed an amendment to the draft rules of the sixth article of the Paris Agreement, which ensures, with the approved deadlines for the Russian negotiators, that the proposal will be approved by the other parties, Deputy Minister of Natural Resources Sergei Anoprienko reported to RIA Novosti.

Previously interviewed by RIA noted that under Article 6, the text defines financial and non-financial mechanisms for reducing greenhouse gases, should be one of the keywords for COP26.

“Russia has made relevant proposals in the negotiating text of the conditions for the implementation of the sixth Paris agreement and while it remains in its decisions, we will insist on its adoption,” Anoprienko said.

He explained that the proposal fulfills two objectives. Anchoring forest climate projects as an instrument of the Paris Agreement on the Implementation Rules 6 and lays down the achievements of their implementation.

As an Anoprienko belt, the proposed parameters for forest projects in 15 years using a two-fold prolongation (i.e. up to 45 years) correspond to the growth of boreal forests.

The official noted that at the national level, the decision on forest-climatic projects has been made. Russia will deal with them.

“This is a no-choice story, but we want these projects to be taken into account in the Paris Agreement,” Anoprienko said.

The interlocutor of the agency clarified that projects for the prevention of forest fires can be attributed to absorption projects. One such project already exists, and it is reflected in the Russian greenhouse gas frame in the UNFCCC. This is a project made by RUSAL to protect forests from fires in the Krasnoyarsk Territory.

According to the official, the second category of forest climate projects is reforestation and afforestation projects. The Russian Federation has already doubled funding for forest fire protection, up to 14 years annually. Regarding reforestation, a law has been passed that allows companies to reforestation not only in regions where damage was caused, but in other regions. This approach from the point of view of climate allows us to maximize the restoration of our forests.

He also notes that it is not yet possible to determine the volume of investments in forest climate projects. Each project is unique and only now is the formation of such projects underway.
