they will be tailored to actual needs
Environment and health the two topics at the center of the Congress of State. Participation for San Marino at Cop26 led the country to confront world leaders, acknowledge the need to reduce emissions and sign the declaration that commits various states to a greater effort. The Secretary Luca Beccari explains how government action is based on two important approaches: to create conditions for collaboration between states, in which microstates can also play their part in a significant way. Making small state realities of the experimentation laboratories new technologies with low environmental impact, for example in the area of waste disposal and electricity supply. But it is on the diplomatic level that the Republic has made decisive steps forward; not only witnessed by the selfie with the US President. Two days of intense confrontation with the United Kingdom in the strengthening of bilateral relations which will soon lead to a cooperation memorandum, on the occasion of the farewell visit to San Marino by ambassador Jill Morris. And again, ties with the Ionian Adriatic area have been strengthened, with Monte as an effective member of the European investment program: at the end of the year, the Finance Law will be an important test case for the country with the introduction of elements of orientation for an increasingly eco-sustainable and energy saving policy.
On Health, the Secretary Ciavatta takes stock: first of all with the activation of the consultancy with Dr. Francesco Bevere as regards the control of expenditure, the verification of the management control and monitoring of health activities with a view to identifying those strategic sectors in which San Marino health care can relaunch outside the territory and attract patients, for example from the neighboring region. Activities that could dare to sustain the health structure, unfortunately still far away, due to the large deficit.
Government that has implemented the indications of the Vaccines Commission for the start of the vaccination campaign with dose booster recall that joins the anti-flu campaign already underway. Campaign on which the state itself calls citizenship to attack.
On the third dose, the Congress follows the indications of the San Marino experts: proceed with heterologous booster doses compared to the primary vaccination course. This is for the vaccinated San Marino people, most of them Sputniks, leaving however the possibility on request, to have a third homologous dose, although not recommended. “Because it does not guarantee the same vaccination response”, explains Ciavatta. Dose booster which cannot be administered earlier than 180 days after the second dose.
When asked about any request for a green pass, made by the Emergency Coordination Group, Ciavatta throws water on the fire: not so much a request, he explains after hearing the Director of the Authority, but an evaluation. “Involving the request in advance on any measures to be applied on the way, at the moment the data gives us a country with a virus present but not circulating in a worrying way”: in practice, the possibilities will be calibrated on actual needs. What will instead be reintroduced in the next decree, will be the penalties for those who do not respect or do not enforce the obligation to wear a mask indoors.
