290 million project for water in Athens, on December 2, the offers
The French Veolia, EYDAP, EYATH and the big construction groups enter the tender for one of the largest PPPs. What will the twenty-year contract include?
at December 2 bids are submitted for one of the largest Public-Private Partnerships (PPPs), height 290 million euros, for its repair and maintenance External Water Supply System (EYS) Athena’s. Interest in the big competition to show a company like the French Veolia, the ΕΥΔΑΠ, the ΕΥΑΘ as well as all major construction groups.
The subject of the contract includes all the services provided related to the operation, maintenance, repair and restoration of its assets. ΕΥΣ for the Meeting of the Needs of the Major Area of the Capital, which are located within the expropriation zone of the Greek State and belong to the company Pagion ΕΥΔΑΠ. The specific services are provided today by EYDAP.
The private partnership will sign twenty years contract and will prepare the studies necessary for the construction design of the project, based on the applicable environmental conditions and will arrange and expedite the receipt of all necessary permits. In addition, it will construct the entire object of construction design studies and will undertake the operation and maintenance of the project.
For the twenty-year period the contractor will stay offer payments, ie with “rent” that will be based on specific quality and other requirements. The budget for the payment of exact amounts will be determined on the basis of the results of the dialogue in the tender phase and included in the Invitation to Bid which candidates will be invited to submit.
The External Water Supply System of Athens
The water supply system utilizes water resources, which are mainly surface (rivers Mornos, Evinos, North Kifissos, Haradros, Lake Yliki), but also underground (aquifers in the middle of the river North Kifissos, Yliki and NE Parnitha). In particular, the water resources available for the water supply of Athens include mainly the system of connected Reservoirs. Evinou and Mornou, the Reservoir Marathon, the lake Material, and various groups of wells. The water resources, with the current operating conditions, can not yet be divided into main (Mornos, Evinos), auxiliary (Yliki, Marathon) and spare (underground water resources).
The water transfer system consists of 2 main axes: The axis Evinou – Mornou (high axis) that includes the aqueduct Mornou and operates by gravity and the axis Material (low water shaft) that includes the Ylikis pipeline and operates by pumping.
The two axes are interconnected by connecting aqueducts that usually have the possibility of two-way operation so that the alternative supply of the Water Treatment Units (MEN) of Menidi, Aspropyrgos, Galatsi and Kiourka can be provided from both water supply axes.
Administratively, the water supply is done by the Mornos-Evinos reservoirs and the free flow of the Mornos aqueduct, while the Material and the drillings remain as strategic emergency reserves, due to the higher pumping costs. The reservoir participates in the water supply system Marathon, used as a proximal reservoir of daily and monthly reform.
Of the reservoirs, only hers Material is natural and is currently used as an auxiliary water resource. The Evinos reservoir operates in conjunction with the Mornos reservoir, enhancing the water potential of the latter, by diverting most of its men. Finally, the Marathon reservoir is mainly used for water storage, for safety reasons due to its proximity to Athens. In addition, the EYS includes other smaller reservoirs-dams such as the Dam Ασωπού and Dam You stop with auxiliary character.
The contractor that manages the raw water transport pipelines can be divided into main, connecting and auxiliary aqueducts, the most important being the Mornos aqueduct that transports water from the Mornos reservoir to the Mandra and Menidi treatment plants. It is connected to the Ylikis aqueduct at Dafnoula via the Marathon aqueduct. The Evinos-Mornos aqueduct (tunnel) transports water from the Evinos reservoir to the Mornos reservoir by tunnel 29.4 kilometers. The Ylikis aqueduct transports water from Lake Yliki to the Marathon reservoir and the refineries of Kiourka. It is connected through the connecting aqueduct of Marathon with the aqueduct of Mornos in the place Dafnoula.
In addition the aqueduct system complements a number of auxiliary aqueducts such as the bypass aqueducts of Viliza, Malakassa, the aqueducts for the collection and transfer of water from wells and the auxiliary aqueducts of Agios Thomas and Kalamos.
In the object of the project PPP does not include the operation and maintenance of six Small Hydroelectric Power Plants located in the areas of Kirfi, Elikona, Klidiou, Kithairona, Mandra and Evinos, as well as the Post-Refineries (TXD) of Erythron – Villia, Dombraiou, Kyriatokou, Kyriakou, Kyriatki – Melissochori, Lefktron, Greece – Xironomi, Prodromou – Saranti.
