Russia is preparing for the massive introduction of “fan passports”
The use of this system will greatly simplify the passage of fans to the stadiums.

“The instruction to implement the spectator identification system in Russia was given by the President back in 2018, immediately after its application at the FIFA World Cup. But the government only now, more precisely in June of this year, introduced a draft federal law on amendments to the 329th law “On physical culture and sports.” On Monday, November 8, a round table with all stakeholders will be held. The profile committee will prepare a review to submit it for the first reading. In the very near future, the bill will be adopted, because all the conciliation documents have already been received. The law will enter into force immediately after its adoption, ”Teryushkov said.
Taking into account the pandemic, the law could drastically simplify the situation and open stadiums for fans without using QR codes or any other documents. A fan will be able to purchase a ticket to the stadium if he is already listed in the system as vaccinated or ill. About 773 million rubles will be allocated from the federal budget for the implementation of the fan passports system in 2021-2022.
