You have already asked how many unoccupied dwellings in your city? If so, you’ve come to the right place. Thanks to the data published by the government, we have achieved a map of vacant housing by municipality, in Nord and Pas-de-Calais.
How many empty dwellings are there in your city?
On November 5, 2021, the government published in open data (publicly accessible data) * the latest data available on unoccupied dwellings in the private stock. These data are stopped at 1uh January 2019. This should make it possible to orient the government plan to fight vacant housing.

Across the country, these are nearly 3 million homes which were unoccupied at the start of 2019, including 1.1 million for at least two years. It is these long-empty homes that the government wants to target as a priority.
For example, at Lille, on account 15.3% vacant housing (out of more than 113,000 housing units in the private stock), but only 3% of dwellings unoccupied for at least two years.
What is vacant accommodation?
According to the definition of INSEE, “a dwelling is vacant if it is unoccupied and:
• offered for sale, rental,
• already allocated to a buyer or a tenant and awaiting occupancy,
• awaiting succession settlement,
• kept by an employer for future use for the benefit of one of its employees,
without specific assignment by the owner (dilapidated housing, etc.). “

What the government plans against vacant housing
“Vacancy is a complex phenomenon covering multiple causes linked both to the characteristics of housing (needs for work), of their owners (advanced age, bad rental experience, voluntary vacancy, etc.) and to local contexts (local pressure on the housing market). real estate market, specific local characteristics, etc.) ”, explains the Ministry of Ecology on its website.
According to the ministry, the fight against vacancies must make it possible to respond to several challenges: revitalization of some cities and the revaluation of their heritage, in cities where the market is tight, offer a affordable rental offer, and the renergy innovation buildings.
The ministry therefore wishes to provide communities with tools to identify, characterize and monitor vacant housing in their territory. It is then a question of allowing these communities to come into contact with the owners of these dwellings in order to put them back on the market (rental or purchase).
A call for candidates to access the Zero Vacant Housing system was launched at the beginning of the year 2021. Among the winners, we find the agglomeration of the Porte du Hainaut, the City of Roubaix and the agglomeration of Saint-Omer.
