End of the “finished party” for the garbage collectors in Toulouse: the unions on the war footing
Toulouse Métropole plans to abolish the practice of “finished work” for garbage collectors to be in compliance with the new provisions of labor law. The unions must meet during the week to define the actions to come.
The end of a historic practice for Toulouse garbage collectors? The metropolis has announced to its agents the end of the “finished party”, in order to comply with the law on the transformation of the public service which forces communities to make their agents work 1,607 hours per year (or 35 hours per week). ). Toulouse Métropole’s announcement received strong reactions from the six unions (FO, CGT, UNSA, South, CFDT and autonomous). “The town hall announced the flower to us, during the holidays, that the practice would end on January 1, 2022 ”, criticizes Benoît Fontanilles (independent union).
This regime has been in place for decades. At the end of the tour, the waste collection agents can return home. The working time of garbage collectors, smoothed over the week, would represent around 25 hours of work, below the 35 regulatory hours that the Metropolis wants to impose on employees with a new organization of work. A practice which had been recorded for many reasons such as the arduous nature of the work.
What actions?
An inter-union meeting will be held on November 12. It must define the actions to come to protest against the end of the “finished party”. If the strikes of the garbage collectors have long served as a means of protest, Benoît Fontanilles recommends another type of action. strike of zeal, ”he explains. The hard strike is of little use. What I am going to suggest to the other unions is to apply the regulations to the letter. Show that this profession is untenable. ”He explains:“ The streets of the city center are free at 8 am. If the metropolis goes to the end of its will to amputate the “finished party”, we will not be in a hurry. We will take our breaks, leave a little later … Like the ring road, the streets of Toulouse will be congested. “
According to him, this mode of action has already proven its worth. But the intestinal war that is plaguing the various unions could jeopardize the action of the autonomous union. Contacted, Force Ouvrière, the majority union did not respond.
The metropolis decided to put an end to the practice
Solicited by the “Dépêche du Midi” this Wednesday, November 3, Vincent Terrail-Novès, the vice-president of Toulouse Métropole in charge of cleanliness assured that the practice was detrimental to the safety of agents: “It is not regulatory. The agents go as fast as possible to finish as soon as possible, to the detriment of their health. It is no longer acceptable. Between 2018 and 2020, we recorded 215 declarations of work accidents for 500 agents. This is 3.5 times more than in other services in the city ”.
In an attempt to stifle any protest movement, the Metropolis does not wish to remove all the advantages. “We take into account the arduous nature of their job and we grant them a derogatory regime so that they remain below the threshold of 1,607 hours per year. As such, Toulouse Métropole plans to grant them days of hardship to compensate for the arduousness, or two days of compensatory rest, ”we specified the elected representative. Despite a (futile) attempt, the metropolis should come up against the actions of its agents.
