The properties of dignitaries or civil servants in the Republic of Moldova will be able to be assessed, in order to make a correlation between income and the growth of the property market, according to a law that came into force at the end of October. The normative act also gives the possibility to the integrity inspectors to extend the verifications in the case of the family members of the dignitaries or civil servants, if they benefit from suspicious donations.
In an interview with Agerpres, the president of ANI of the Republic of Moldova, Rodica Antoci, talks about the new law, but also about the investigations that the institution has opened against the former president of the country Igor Dodon.
What does the President of ANI of the Republic of Moldova say about the new regulation?
“In the Republic of Moldova the National Integrity Agency was an important desideratum in creating and ensuring the rule of law, especially from development partners, and here we refer to the European Union, which wanted to adjust the regulatory framework on declaring assets and interests . – which falls within the competence of the former National Integrity Commission – and the adjustment of this framework to become an independent, apolitical institution that prevents and ensures the integrity of the civil service and public office in the Republic of Moldova, namely through those they are made by the integrity inspectors, by the way in which the personal assets and interests of the officials are declared, the way of resolving the conflicts of interests, incompatibilities, restrictions and limitations.
The role of the National Integrity Authority can be found in several political documents through which the Republic of Moldova has several commitments to the European Union and not only to all its external partners. Due to this massive support from external partners, today in the Republic of Moldova we have a strong institution, such as ANI, an institution that is already operational, with integrity inspectors, who, if we analyze the activity of their lords and the results they have behind . of the control files they have established, we note the importance and the inconvenience created to those subjects of the declaration that fall under the ANI law. ”, said Rodica Antoci, transmits Agerpres.
What is new about this law?
“The legislative framework of ANI is an idea and a promotion of the Authority since 2019, because in that legal framework, approved in 2016 and which was applied late by integrity inspectors, it is found that certain adjustments are needed to unblock . certain control aspects for integrity inspections. The new law, which has already entered into force on October 28 this year, brings as a novelty the three conditions of the macro-financial support document COVID-19, namely the declaration of goods at market value, both by the declared subjects. , as well as the possibilities of extending in the control procedure the fact that the control inspectors request the valuation of the movable or immovable goods, which is not allowed by the previous law.
If in the control procedure there are third parties or adult children who have donations or other goods donated by the declared subject, these persons should be part of the control procedure. Of course, in some places, the newly adopted framework may not have met the wishes of the National Integrity Authority or the Council of Europe’s technical experts. At the moment, we are in the period of analysis and implementation, with the re-evaluation, elaboration and adjustment of the internal methodological framework and internal regulations, so that the control procedures that are in progress or will be carried out at the integrity inspectors do not suffer blockages. We would have liked to have a reasonable deadline for final and transitional provisions so that we can have more internal issues “, said the president of ANI of the Republic of Moldova, Rodica Antoci.
What political figure was investigated?
If you analyze the Authority’s reports, you will notice that all the declared subjects are from the highest level, from former country presidents to simple civil servants, even from libraries or school principals. A lot of people don’t criticize that we focus more on councilors, or mayors, or school principals, but here come more complaints from the ordinary citizen, because they know what the situation is in that locality and, once they find out about the Authority . , notifies us. We have officials from judges, prosecutors, heads of institutions to ordinary citizens. The strict category that is regulated in the legal framework of ANI are the subjects of ANI’s control competence and they are all equal before the law, ”said Rodica Antoci.

“Regarding the former president of the Republic of Moldova (no. Igor Dodon) there are several notifications. There are also notifications under the aspect of controlling personal assets and interests, we also have the aspect regarding the violation of the legal regime of incompatibilities. At the moment, both are in the control procedure at the integrity inspectors and we are waiting for their solutions and decisions on these two aspects, ”said Rodica Antoci.
