4,000 dwellings vacant for at least two years
How many dwellings are unoccupied in Toulouse? Well it is now possible to find the answer to this question. Since November 5, the Ministry of Ecological Transition has posted online open data all data on vacant dwellings Fr France as part of the national plan to combat vacant housing. This is the file LOVAC, set up by the Department of Housing, Urbanism and Landscapes (DHUP), in partnership with the Cerema des Hauts-de-France. This dataset combine complementary information from two sources, that of the 1767BISCOM file and that of the land files. It allows to enter the number of inhabited dwellings in the private park (housing not managed by social landlords) by municipality, by EPCI (public establishments for inter-municipal cooperation) or by seniority of vacancy.
Inhabited housing but for a short period
Fr France, about three million homes are vacant as of January 1, 2019, i.e. a rate of more than 9% according to the data. But the government specifies that the majority of vacant housing is ultimately for a short time, between the moment an occupant leaves and another arrives. Indeed, among them, almost 6% have been for less than two years against 3.5% for two years and more. A trend confirmed by the figures at the local level. In Toulouse, more than 11% of homes are unoccupied out of 256,550 homes in the private stock, or almost 30,000 homes. Among them, Only 1.5% have been for two years or more. And if according to the data, the pink city does not seem first in the class, it is nevertheless located below Bordeaux (1.7%) and Nice (1.8%) for vacant two-year homes. and more.
In addition, in the other municipalities outside the Toulouse conurbation which have the most housing, the vacancy rate is it, almost insignificant, according to the data. The rate varies indeed between 0.4% for Colomiers on more than 14,000 homes, and 1.1% for Ramonville out of 6,777 housing units.
Vacancy, a “complex” phenomenon
While the file provides information on the number of vacant dwellings, it does not explain the causes. When launching his national plan to combat vacant housing last July, the government then explained on its website that “the vacancy is a complex of phenomena covering multiple causes linked to both housing characteristics (work needs), their owners (advanced age, bad rental experience, voluntary vacancy) and to local contexts (local tension in the real estate market) “. Hence the establishment of this new file. By quantifying the number of vacant dwellings, it must” enable communities and services to offer re-market solutions adapted to the owners of these homes, “says the government.
Data “slightly overestimated”
On its website, the ministry warns, however, that these data must be interpreted “with caution”. They “slightly overestimate “the vacancy. In question: “a part of the vacant tax housing corresponds to non-habitable housing, destroyed or withdrawn from the market for their demolition “and” for the tax information has not yet been updated, “he said.
