Allow me to submit information on the second question “On the results of trade and economic cooperation between the Republic of Belarus and the Russian Federation for 2020 and January – June of the current year.”
Today, the heads of state presented the details and described the trends that have developed in the past year, taking into account the fight against coronavirus infection, and the positive trend that characterize the 9 months of this year.
It is important to note that in 2021 the negative trend of a decrease in foreign trade turnover has been overcome. Today, the characteristics that characterize the volume of trade are in line with the relevant Resolution of the Supreme State Council.
I would like to note that over these months, the mutual volumes of supplies of foodstuffs, metals, machinery and equipment have increased. The supply of oil and gas from Russia to Belarus also increased significantly.
Approved conditions of 28 union programs for the development of trade and economic cooperation. The prospects for a number of emerging and continuing restrictions on bilateral trade are obvious.
We ask the Resolution of the Supreme State Council, in pursuance of which, to extend the effective work to increase mutual trade, to create conditions for equal access for business entities in the markets of Belarus and Russia.
On the approval of the Military Doctrine of the Union State
The adoption of such a significant document is due to changes in the military-political situation in the region, creates new threats for Russia and Belarus, and unprecedented pressure on our countries.
The creation of three combat training centers for joint training of servicemen, the joint strategic exercise Zapad-2021, which was successfully held in September, held on October 20, and the progressive development of military-technical cooperation clearly confirm that a high level of cooperation in the field of defense has been achieved, show that that the borders of the Union State are reliably protected.
The new Military Doctrine makes it possible to increase the coherence of defense policy, to timely adapt the tasks of the Ministry of Defense, taking into account the military-political situation in the region.
We ask the Supreme State Council to approve the Military Doctrine of the Union State.
Another important document is submitted for consideration – the Concept of the Migration Policy of the Union State., which will determine the directions of activities of the ministries of internal affairs, security agencies, border services, foreign affairs agencies in the field, taking into account the new realities caused by the increase in migration flows.
The relevance of the document in its own way is also confirmed by the latest events on the border of Belarus and the European Union, to which the Republic responds with consistency and professionalism.
The concept envisages not only joint counteraction against the threat to the security of the Union State, illegal migration, but, most importantly, ensures the implementation of partnership in the interests of citizens in the sphere of labor and employment.
The adoption of this document, approval by the Union Council of the Minister for the next period until 2025 will become a key condition for the formation of a single migration space of the Union State.

About the award of the Union State Prize in the field of science and technology in 2021
The Decree on the Prize is submitted for approval, which ensures the issuance of the results of joint scientific research, the results of new equipment and progressive technologies that ensure innovative development in the economy, social sphere and strengthening of defense capability.
This is the first time the Supreme State Council has made such a decision.
The prize is proposed to be awarded to two design works in the space sector. The information about the laureate is in the Supreme State Council, following the results of its adoption, it will be published in the union national and national media.
We ask you to approve the corresponding Resolution.
Dear members of the Supreme Council of the State Council, allow me to very briefly consider the issue of resolving issues of union construction.
Strategic decisions made today determine new prospects for the Union building, and, therefore, new tasks for all participants in the integration work.
Vladimir Vladimirovich Putin made a speech today and space theme… Let me also say a few words about the interaction of the parties in this area.
Scientists and specialists of the National Academy of Sciences of Belarus and the State Corporation “Roskosmos” have approached the creation of a spacecraft for remote sensing of the Earth with a unique resolution and the possible formation of a space constellation on its basis.
It seems to us that the implementation of such a project can be carried out within the framework and status of the Union State program – with possible co-, as well as with funding from the Union budget.
We have been successfully confirmed by the execution of 69 programs during the period of the Union State within the limits of 48 billion Russian rubles. Including 16 – in the field of defense and national security and 53 – in the fields of space, electronics, automotive, agricultural chemistry, medicine, in the field of composite materials.
Currently, 9 programs of the Union State are being implemented – 5 in the field of high technologies, 4 in the field of defense and national security. The volume of their financing will amount to more than 11 billion Russian rubles.
At the same time, we understand that a fundamentally different work is needed on the program, the optimization of the mechanism for their preparation. The established practice is cumbersome and requires work in two stages, which practically duplicate each other. Now, when this takes from 3 to 4 years, even the most advanced ideas by the time the documents are approved are largely losing their relevance.
It’s obvious that within the framework of the Union State, it is necessary to pay special attention to scientific and technological efforts… We believe this requires a strategic approach. We see the creation of a Union State program, which could determine joint efforts to form scientific research of the Union State (“megascience”), which will ensure breakthroughs in nuclear energy, nuclear medicine, materials science, the development of an innovative neutron complex, the study of nature-like technologies, in a number of others. …
This will require the development of a strategy for the development of a single scientific and technological space of the Union State until 2030, based on national documents.
We see that the interaction of the parties, which shows its effectiveness, determines the way out of updating the intergovernmental agreement in the scientific and technological sphere. The current one was signed back in 1996. As a result of this, we also see and will apply to the Council of Ministers of the Union State addressed to Mikhail Vladimirovich Mishustin as the head of the Union Council of Ministers with a request for access to the Resolution of the Union State of Ministers on related topics. The Kurchatov Institute and the National Academy of Sciences of Belarus are ready to act as locomotives for such works.
For parties significant access to the intergovernmental Agreement on cooperation in the development of microelectronics, design and electronic production of the component base and electronic engineering… We believe that the parties will find a common position here and, in mutual understanding, will come to an agreement on the draft of such a document.
The coronavirus pandemic has become a threat to the health of millions of people. We assume that The Union State cannot remain aloof from the work to counteract this infection…
We know that scientists from the St. Petersburg Institute of Experimental Medicine, together with specialists from one of the leading centers of the Russian Ministry of Defense, are successfully conducting preclinical trials of a new (probiotic), so-called kefir vaccine in the fight against coronavirus. The Belarusian specialists have already been familiarized with these studies.
We would see it possible to give such work the status of a Union State program with the readiness of funding from the Union budget.
I want to emphasize that the union remains joint activities to counter attempts to falsify the history of the Great Patriotic War, education of a citizen-patriot.
The most important step here was the creation of the Rzhev Memorial, the opening ceremony of which was attended by the heads of our states, and the restoration of many objects of the Brest Hero-Fortress Museum.
Until 2024, the implementation of the Union State project will continue to create a center for patriotic education of youth on the basis of the Kobrin fortification of the Brest Fortress.
Improvement of the media support of the union building is especially urgent today., fundamentally increasing the returns from the TV and radio company of the Union State and the union media. We will seek changes that can be used to expand the programs of the audience that should know, among other things, how the 28 union associations will be implemented, how the interaction is going on in dozens of other programs in the format of the Union State.
And finally. During a meeting of the Council of the Council of Ministers of the Soviet state. on the development of state symbols of the Union State… Indeed, unlike the CIS, CSTO, EurAsEC, SCO, we do not have such symbols. We are already preparing relevant proposals. We want to propose to send them for consideration to the Union Council of Ministers and the Parliamentary Assembly, and then – for approval by the heads of state, for approval by the Supreme State State.
In conclusion, let me thank Vladimir Vladimirovich and Alexander Grigorievich, all the members of the Supreme State Council for their consistent attention and support to the activities of the Postcom, in the broadest sense of the word – that wide community of union interaction, without which today our state probably does not see either the present day or their own a shared future.
