The mission of Secretary of State Stefano Canti at COP26 in Glasgow concludes, deepening the theme relating to climate-neutral housing with a view to decarbonisation
On the final day of participation in COP26, the San Marino delegation, composed of the Secretary of State for the Territory and the Environment Stefano Canti and the Particular Secretary ing. Giuliana Barulli, explored the theme relating to climate-neutral homes with a view to de-carbonizing the housing stock in an inclusive and economic way. Construction as a whole – be it homes, workplaces, schools, hospitals, libraries or other public buildings – is the largest consumer of energy and a major contributor to carbon dioxide emissions. Overall, buildings are responsible for 40% of energy consumption (gas, light and water) and 36% of greenhouse gas emissions, mainly gas emissions. Improving the energy efficiency of buildings is therefore fundamental to the ambitious goal of carbon neutrality by 2050, as defined in the European Green Deal.
The challenge of making buildings less energy-intensive and totally sustainable and the adoption of solutions that guarantee high standards of quality and efficiency of the buildings, must necessarily be addressed within the new General Town Plan of the Republic of San Marino. Construction regulations will have to be introduced that can lead to new buildings in the San Marino territory with low environmental impact and zero emissions technology. On this issue, the Republic of San Marino can play a leading role on the international scene, having the professionalism and all the necessary tools. The existing building stock dates back to a period in which the building was not very attentive to the aspects of energy saving and for this reason it needs to be redeveloped.
The goal is to seize the opportunity of the legacy of the new PRG to include within it the strategies for achieving the objectives of the 2030 agenda and regulate the management of greenery and buildings in this perspective. There will soon be many opportunities to explore these issues and to discuss the new PRG, with politics, citizenship and stakeholders. Unlike what is reported by the local newspaper “La Serenissima” in today’s edition or that the “new PRG is blocked”, it should be noted that the declaration of the Secretary of State Canti in which he anticipated the discussion on the new PRG was about a week ago in a special Permanent Council Commission IV by the end of November.
