Bureaucracy, a brake on activities in the alleys of Genoa. Six months for a green light to the Fine Arts
The Superintendency: “There is a lack of staff and we are overwhelmed by requests for the super bonus of condominiums, which has priority”
Genoa – The relaunch of the historic center remains swamped in bureaucracy. Because in some cases, four months were not enough to obtain authorizations from the Superintendency. And the reason is to be found in a mix of factors: the staff of the Superintendency is numerically suffering and must face proceedings that have a priority lane, with the rain of questions coming in particular for the facades bonus and the 110 percent bonus. .
The rental bonus to redevelop – with the opening of healthy businesses – the historic center was launched by the Municipality of Genoa with a tender published on 21 June. The answer? There was. And there is. With, to date, 39 questions: of these, most have already received the go-ahead from the Municipality as in the case of “InJeans” in via Pré and “La Befana” in via Lomellini.
The bonus is paid for a minimum of 30 months up to a maximum of 60 depending on the greater or lesser prestige of the area where the business is going to settle.
A path that, in the positive notes of the response to the announcement and the path started in some cases with great speed, finds a thinking counterpart. Because there are those who would have wanted to start a business in via di Fossatello or Sottoripa but, in front of waited for months, threw the lard. To tell the experience to the XIX century is the owner of the commercial funds, which has been waiting for months (in one case since last May, in the other since last June) for authorizations for interventions within restricted premises.
«The work of the municipal administration to redevelop the historic center is really valid together we can be able to row all in the same direction. We cannot be suffocated by bureaucracy»Says MM, the owner of the funds that remained commercial on the stake due to waited and never arrived authorizations (or, better: arrived then to tenants who have already fled).
“The practices in via di Fossatello and Sottoripa were actually carried out with a moderate delay compared to the expected timing which is 120 days – explain from the Soprinten Archeologia Belle Arti e Landscape for the Metropolitan City of Genoa – this delay is due to several factors. On the one hand, the territory of Genoa is particularly dense with cultural heritage to be protected with a consequent number of proceedings; on the other hand, the ministry suffers from the numerical point of view of the personnel. Employees work at their maximum, but they have to face an increase in practices deriving from the facades bonus and the 110 per cent bonus which, at the level of the procedure, have priority ».
Supervision who, on the rebirth of the Genoese historic center, remarks that he has always wanted to do his part: “Let’s think about the initiatives we have carried out with the Municipality and the Chamber of Commerce on historic shops, for example, a success story that has been going on since 2013 with great satisfaction of the owners of the activities and great appeal for the Genoese and tourism ».
The Councilor for Commerce, Paola Bordilli underlines: «As a Municipality we wanted a dedicated person only banned from the historic center – highlights the commissioner – just to follow the practices to the maximum, step by step. I am happy to hear that no problems have been detected on our front. On the contrary: the appeal I feel I can make, even to the owners, is to also consider ourselves as facilitators: I tell them not to throw in the towel, that we are available to all those who aim to restore the historic center ».
