The political map of Lisbon parishes is less monocolor | Municipalities 2021
All the assemblies in the parish of Lisbon have already taken office and the political map of the capital has been painted with new colors. Pink remains dominant as PS lead 13 together, but orange and dark blue gained ground four years ago, with PSD and CDS adding 10 together to victory in the town hall.
The CDU maintains a junta that it already had, Carnide, where it will again govern with an absolute majority. In this parish, the Novos Tempos coalition (PSD / CDS / MPT / PPM / Aliança) was ahead of the Mais Lisboa (PS / Livre) coalition – it was the first time since the 2009 municipal councils that the right overcame the socialists.
Candidates supported by Fernando Medina registered loss of votes in almost all parishes in the city, even those in which the PS won with an absolute majority. This is what happened in Alcântara, where the socialists were known with the least two elected, in Ajuda, in Benfica and in Santa Maria Maior, in which there was a loss of votes and the majority was maintained.
There were other cases in which the absolute majority could not resist the high loss of votes by the PS. In Olivais, Rute Lima captivated 3200 fewer voters than in 2017 and was left without four members in the parish assembly, where the nomination is now in the majority. In Campolide, by Miguel Belo Marques, who succeeds André Couto as president of the junta, won 1200 fewer votes than four years ago and also saw the majority slip away. At Beato, Silvino Correia was another of the mayors who said goodbye to majority governance. In these cases, assemblies have more elected officials on the left, which theoretically makes basic data easier.
A last to the widespread loss of socialist votes took place in Santa Clara, where Graça Pinto Ferreira, reappointed as president of the junta, managed to convince another 100 voters. Pedro Costa, in Campo de Ourique, won back the junta by just 25 votes and is forced to come to terms with the condition. In Penha de França, the socialist Sofia Dias maintained a presidency, but has one less elected, while Natalina Moura, in São Vicente, continues with the support of five members. At Misericórdia, Carla Madeira repeated the understanding with the PCP to ensure a majority.
Lumiar, São Domingos de Benfica, Alvalade, Avenidas Novas, Arroios and Parque das Nações were the parishes that changed from PS to PSD / CDS, joining Estrela, Santo António, Areeiro and Belém, but each has specific circumstances. If all four together were repeated as absolute majorities of four years ago, in none of the others the Novos Tempos coalition achieved a similar result.
In Arroios, Madalena Natividade achieved a media victory over Margarida Martins, but a left junta (PS, PCP and BE) has more elected representatives (10) than the right (PSD / CDS, IL and Chega, with 8) in the assembly. There is even a member of the PAN. In São Domingos de Benfica, the new mayor José da Câmara included the elected non-executive IL, which, even so, does not guarantee a majority in the assembly – in which PS, PCP and BE have 10 members.
IL managed to be the third most voted political force in four parishes (Estrela, Parque das Nações, Avenidas Novas and Belém) and took BE’s place in the Areeiro assembly. The liberal elect may come to have preponderance in Parque das Nações, where PS and PCP together have as many elected (6) as Carlos Ardisson’s PSD / CDS coalition.
The scenario is identical in Alvalade, now under the leadership of José Amaral Lopes, where PSD / CDS, IL and Chega have 9 elected and PS, PCP and BE too. The one elected by the independent movement Mudar Alvalade will be able to work as a balance sheet.
In Lumiar, where Ricardo Mexia had 1000 more votes than the socialist Pedro Delgado Alves had in 2017, the right (PSD / CDS, IL and Chega) had 11 elected and the left (PS, PCP and BE) had 8. São accounts similar to those made in the parish of Avenidas Novas, to which Daniel Gonçalves returned: IL and Chega guarantee majority on the right (12 against 9).
The best result of Chega was in Marvila, where he managed to elect two people and overtake BE. Even so, the socialist José António Videira retains an absolute majority.
The Carlos Moedas coalition had 949 more votes for the municipal assembly than the Mais Lisboa coalition and both elected the same number of deputies (17). As the presidents of the boards have a seat inherently in the municipality, the PS gained an advantage in this body, through which they pass as the most important decisions of the municipality.
