Toulouse. The sale of this highly prized land is getting bogged down: what future for the old clinic?

What will become of this three-hectare site to the east of Toulouse ? The old one Saint-Jean-du-Languedoc clinic located on the road to Revel, disused since its move to the Croix-du-Sud clinic near Quint-Fonsegrives, whets the appetite of real estate developers.
Recently an agreement had been reached with the group Vinci for the sale of the land, but everything fell apart because of a legal imbroglio. While waiting to find a solution, the site is deteriorating. A situation that worries the town hall of the Pink City.
The puzzle of the sale
“The sale of this land is extremely complicated”, observes Annette Laigneau, deputy mayor responsible for town planning. Indeed, this vast land belongs to five real estate companies (SCI) which count between 350 and 380 shareholders. These different entities are established by the firm The building.
Aware that this site is targeted by many developers, the Toulouse town hall is attentive to what is happening on this strategic land of the Ormeau-Montaudran district, a immediate proximity to a future 3 statione underground line.
If it has nothing to say about the financial aspect – that only concerns the owners – the municipality can nevertheless make its position heard on the future of the premises. For this, from 2018, a planning and programming operation (OAP) was carried out with local residents to set “the rules of the game” for a sale of the old clinic.
“Together, we had built an acceptable project for this land when it was sold. This OAP was frozen in the PLUIH (canceled in the meantime by the courts, Toulouse Métropole appealed, note). It provided for a part dedicated to health, while the rest should accommodate around 350 housing units with all the diversity that one can expect in a Toulouse district “.
“We feared that the promoters would raise prices”
“We wanted the manager of the SCI to inform candidates for the acquisition of the rules of the game on this land, so that the financial offer is associated with a real project ”, continues the elected official who remembers that the first consultations only concerned the financial value of the land.
“We feared that the promoters would raise the prices and that they then come to see us explaining that the economic model is not possible because they had bought too expensive. That, it was not in question! Will the town hall preempt the site?
In this writing which dates from December 2020, Annette Laigneau recalls that the community can argue his right of pre-emption during the sale and thus recover the old Saint-Jean-du-Languedoc clinic to make it public or other equipment. At the time, the town hall had made an estimate of the site. This amounts to 14 million euros. “I understand that the owners want it to be at the most expensive price, but that cannot be done to the detriment of the general interest of the community,” insists the deputy mayor.
Vinci wins the bet but …
Sell without doing anything instead, such is the wish expressed by the municipality. And the message seems to have been heard since Annette Laigneau was able to meet all the potential buyers.
“It is not to decide because I do not have the power, but to check that their technical offer is in line with the expectations of the community in terms of development project”.
But in this case, nothing is simple … If Vinci thought he had won the bet for the tidy sum of 24 million euros – a much higher sum than the estimate made at the time by the town hall – a court decision is held to suspend the sale of the old clinic.
Legal imbroglio, the suspended sale
On October 8, 2021, our colleagues from La Dépêche du Midi announced that the summary judge had suspended the decision to sell after being seized by several partners of the five SCIs. A legal imbroglio which relates to the organization of the general assembly which validated the choice of Vinci. While waiting to find a solution, the sale is at a standstill. “It worries us because it is a site which must be secured at all times. It must not be squatted. There may be risks of fire, of malicious intent … It worries me for the neighborhood and for the clinic which is next door (Saint-Exupéry, editor’s note). A deteriorating site must not interfere with the proper functioning of this establishment. Ditto for residents. “
With this litigation on the sale, impossible for the town hall to preempt. The situation is blocked. But until when ?
