Improvement of the paid parking system, extension of video-ticketing, demolition of dilapidated housing illegally occupied … Incivilities are in the sights of the Toulouse town hall. During the last municipal council of Friday, October 22, 2021, elected officials voted for new measures.
Implementation of the Automatic Number Plate Reading system
16,300, it is the number of parking spaces that the community has been monitoring since the July 1, 2021. This represents 119 linear km of roads and 1,100 on-street spaces in blue zones. In order to improve the control of paid parking, the municipality is adopting the system of Automatic License Plate Reading u Computer Assisted Verbalization (LAPI/ VAO).
This system will make it possible to “automatically read license plates and directly consult the ticket database (parking meters and mobile applications) and resident and professional subscriptions in particular”. The goal: to detect vehicles that have not fulfilled their obligations vis-à-vis the public domain occupancy fee “. Four to five vehicles of the community will be equipped with the device from first semester 2022.
Extension of the means put in place to fight against road behavior
11,000 vehicles have been fined since the installation of the video-verbalization Toulouse in 2016. This system will be extended to all the sectors covered by video protection. The town hall explains:
The need for good management of space, control of mobility and related behaviors, as well as the development of incivility on two or four wheels, led the town hall to consider generalizing video verbalization to the urban network of 454 cameras which film these bad behaviors on a daily basis “.
This video-verbalization will control: awkward parking, urban rodeos, wild “runs”, the overflowing of festive processions or the bad behavior of two-wheeled professionals.
Extension of the municipal pound
Already voted before, the extension of the municipal pound was entrusted to Toulouse Metropolis. It will create 300 to 350 additional places in order to “respond more effectively to the expectations of residents in retirement more quickly annoying and very annoying or abandoned vehicles”. The extension is planned on Toulouse land on the edge of theEisenhower Avenue, at the corner of the road to Seysses.
Public drunkenness sanctioned and two squats demolished
In the other points deliberated during the municipal council, two topical ones were dealt with: public drunkenness manifests itself and the squats down. The municipal police arrest on average 250 to 300 people in a state of obvious drunkenness on public roads every year. “The time devoted by municipal police officers to this care is substantial and justifies, as provided for in the public health code (article L3341-1), that the person is ‘taken at his own expense’ to the hospital”. Toulouse city hall therefore plans to bill this transport to the person, up to 120 euros.
