Toulouse: after the police reform, the time to reconquer
In March, the national police completely reorganized in Toulouse. Now structured in two divisions, it wants to win the battle on the ground.
Fifty custody measures Thursday morning. “High figure”, admits Jean-Cyrille Reymond the departmental director of public security of Haute-Garonne. High but “more than thirty police custody, it becomes a usual average in the Toulouse area”, warns the boss of the police of the department. Since March, the police are now 1,500 in the department, including 50 in Saint-Gaudens (111 reinforcements arrived and another 55 expected under the internal security contract) working on the left, or on the right, of the Garonne. Two shores for two identities, on the public highway or in judicial work (see box). This offers “more presence in the field, therefore more efficiency,” said the director. This reform, already applied in the large French metropolises, was launched at a rapid pace in Toulouse. With inevitable constraints in particular material since “900 police officers changed post, office, place of employment”, warns Jean-Cyrile Reymond. And Left Bank, for lack of space, the police are divided between Colomiers, Tournefeuille and the Bellefontaine district. Not ideal but everyone is starting to find their marks.

More patrols on foot and also by bicycle
This geographic reform has been accompanied by new hourly shifts since September: 7 a.m. – 7 p.m. and 7 p.m. – 7 a.m. Long days but the insurance of rest and regular weekends for officials. And this allows each police officer to focus on specific missions. The police rescue teams, long poor relatives, sometimes even abandoned, the security of the Pink City now represent six “minimum” patrols on each vacation. The other units, specialized field brigades (BST), proximity security group (GSP) or anti-crime brigades (BAC) can focus on the fight against crime.
“The ambition now is to strengthen the pedestrian and bicycle patrols”, announces the director. To forge close relations with the population and offer a different, more discreet look at delinquency. Without neglecting collaboration with municipal politicians, particularly in Toulouse and the missions of operational partnership groups. “To identify the difficulties by sector and deal with them in collaboration and with the support of all the players (police, public prosecutor’s office, municipality),” indicates the director. As is currently the case in Arnaud-Bernard where everyone works to build the neighborhood. “
Judicial: the stake of elucidation
The new territorial organization of the police also concerns the entire judicial sector with departmental security responsible for the most complex cases, urban security units on the Right Bank and Left Bank (narcotics and the underground economy, attacks on property, attacks on people, general investigation ) and legal support groups (GAJ)
On the front line in the face of street delinquency, these GAJs present on the two banks “have already been reinforced by staff and will be further with the imminent arrival of new investigators”, announces Jean-Cyrille Reymond.
Objective 30%
The director asks his investigative teams not to hesitate to make choices in the files. Attacks against people, primarily domestic violence, belong to the investigations which should not wait even if a stock exists and it is important.
The stated objective of this organization: to increase the elucidation rate. “Currently, it is around 25% and it is too low. We will have to earn at least 5 points, ”announces the departmental director of public security. Toulouse has never performed very well with this indicator. The management hopes to reach, and even pass, the 30%, that is to say one in three cases clarified. Currently, in large cities, good investigative services stand at over 35% elucidation.
