Jean-Luc Rigaut, former mayor of Annecy and president of the agglomeration, and now elected from the opposition was “The guest H2O” this Sunday, October 24, 2021. An hour of interview to return to his appeal in cancellation of the 2020 municipal election, on majority policy and mobility policies.
Jean-Luc Rigaut confirms that no date has yet been communicated regarding the verdict of the Council of State on his appeal, the former mayor is confident: “I am patient, calm and ready for whatever happens next. “ An appeal that costs 7,000 euros, directly out of the pocket of the elected according to him. Asked about his willingness to stand if the Council of State says he is right, Jean-Luc Rigaut declares to be a candidate and head of the list in the event of new elections: “Today, it is not pretentious on my part to say that returning to the election is to win and to come back is not to come back as before, but to find homogeneous governance, shared governance and a dynamic and a desire to work with people committed to their city and who love their city. ” He also claims to have 69 names to build his list.
The former mayor confides that accepting his defeat was difficult, and that he questioned himself. For Jean-Luc Rigaut, Annecy remains a city “Deeply rooted center-right, attached to liberal and humanist values”.
It is also the occasion for the elected official of the opposition to give his opinion on the current policy by the majority. His main criticism, the way of doing the current municipal team: “The way in which an institution is run says quite a lot about the way in which relationships are created within this institution, with the staff who make it work. Let us not forget the 3000 agents of the city of Annecy, who, on a daily basis, produce public services. […] And I rarely hear that word from the mouths of the elect who are supposed to embody it. I want us to put the public service at the heart of public action, the general interest at the heart of public action and that it gives pride both to those who drive it, but also to Those who live it, to the citizens and to the people of Annecy. “
Jean-Luc Rigaut also discusses the policies of the majority: participatory budget, cycle paths… He particularly welcomes the price form of the participatory budget and the progress of cycle paths. For the former mayor, it is better to look for points of assembly than of division: “Under the pretext that we are not in the club of the majority, that we are the opposition, we think that, necessarily, that friction. I find that the division of public policies or the construction in the division of public policies rather than in the gathering, is not the good way since one does not want to leave nobody by the side of the road. ”
It is in this vision that ecology is for Jean-Luc Rigaut, an essential issue regardless of the labels: “Today, everyone understood that ecology was important. All policies must be reworked, whatever they may be through this angle. ”
Asked about the condition of certain buildings and infrastructures in the city (the Sports Park, the Jean-Régis ice rink, the Ma Bohème accommodation and social reintegration center) Jean-Luc Rigaut defends himself: “I understand that we could have said the first year that it was the fault of the previous municipal team, but you know I have a story to tell and deduce what you want from it. It is a business owner who hands over to another, he gives him three envelopes to open if things do not go well. At the end of 6 months, the new boss opens the first one,: “Say it’s the predecessor’s fault”. 6 months later, he opens the second: “Say it’s the crisis, it’s because of the economic situation”. Still 6 months later, things are still not going well, he goes to look for the last envelope and it says “Prepare three envelopes.” “ In reaction to the rat invasion of the Ma Bohème social center, Jean-Luc Rigaut condemns the regular maintenance of the building and the reaction of elected officials to the disaster: “I find that unworthy of the city of Annecy and when I read in the press that the elected officials did not go to the site to make the report, to manage the incident and support the management or the staff, I have a problem. problem. “
The interview ends with the question of mobility and transport, in particular the high-service bus project. He reveals : “We lost 10 to 15% of the funding for the project because the file was not done. “ Moreover, Jean-Luc Rigaut still believes in the tunnel under the Semnoz: “The tunnel remains a tool for opening up the shore and calming the city of Annecy”. Jean-Luc Rigaut also wanted to come back to the challenges of the Lyon-Turin line: “Today we really have to fight to improve the route through Chambéry in order to speed up the rail link between Annecy, Chambéry and Lyon so as to be at one hour and 40 minutes from Lyon. And I will say it very clearly, I regret that the current mayor no longer subsidizes La Transalpine to promote this project. “
