The prefecture of Haute-Garonne has issued a decree which prohibits undeclared demonstrations in the hypercentre of Toulouse this Saturday, October 23.
Undeclared demonstrations are not allowed in the Toulouse hypercentre this Saturday, October 23. So decided the prefecture of Haute-Garonne which issued a decree in this direction. “The prefect of the Occitanie region, prefect of Haute-Garonne, prohibits access to the Toulouse hypercentre to any unreported protest rally on Saturday 23 October”, indicates the prefecture in a press release sent to the media.

To justify its decision, the prefecture recalls that “disturbances to public order took place in downtown Toulouse during undeclared gatherings” for weeks. As examples, she cites “acts of violence within the procession, anarchic wanderings in the city center of Toulouse, an obstacle to traffic by means of metal barriers placed on the public highway by demonstrators”.
Also, “the absence of a declaration of event does not make it possible to identify organizers capable of controlling the number of participants”, according to the prefecture.
Finally, the prefecture specifies that “demonstrations are not prohibited as such, provided that they do not fall within the perimeter of the Toulouse hypercentre and that barrier gestures are applied there”.
The decision to ban undeclared demonstrations in the city center directly concerned the demonstration against the health pass and compulsory vaccination. This has not been the subject of any declaration for fifteen weeks now. As a reminder, a similar decision was taken in previous weeks by the prefecture.
