Debrecen – Measurable institutional and individual performance are two important pillars of the new wage strategy.
Based on the decision of the Board of Trustees, the salaries of 4,075 employees performing basic higher education activities and serving them at the University of Debrecen will increase – by up to 80% in some positions.
– We are adopting a new salary strategy for the model change, which means a significant salary for me in jobs related to education and research.
During the two-stage wage development program, a historical, outstanding wage growth will be realized among the affected employees at the University of Debrecen. The possibility of this was created by the performance of the University of Debrecen in recent years, in addition to the foundation operation that came into force in August 2021 and the accompanying funding. Two important pillars of the new core strategy for education and research are measurable community, ie institutional and individual, performance. – There will be a two-round wage measure in each higher education education and research service group. In the first round, with effect from 1 September 2021, we decided on a different rate of salary increase for groups of employees, while in the second round, from 1 January 2022, we introduced a performance-based salary supplement with a one-year fixed-term review. After one year, from 2023, the continuation of this wage element depends on the achieved university performance and the related university resources, and its individual rate depends on the performance evaluation – explained György Kossa.
Chancellor Zoltán Bács emphasized that the salaries of teaching assistants, assistant professors, research assistants and research staff, as well as those employed in the position of higher education teachers are increasing in the salaries of teaching and research positions defined in the Nftv.
– For smaller employees, mainly new entrants, such as teaching assistants and assistant professors, the combined rate of the fixed-term performance-based salary supplement included in the basic salary valid from September and effective from January reaches 80 percent of the previously increased faculty salary scale.
For example, the current gross salary of a university teaching assistant (221,800) will increase to HUF 400,000 after January 2022, while that of assistant professors (277,200) will increase to HUF 500,000. In the case of associate professors, the rate of increase will be 49-55 percent, and in the case of university teachers, 44 percent of the original base salary.
According to the methodology, the payroll roll will no longer be available and a promising payroll model will be available to lecturers, researchers, lecturers at the University of Debrecen, not to mention the possibility of multiple schemes for several projects and direct employer recognition, the chancellor listed.
The wage increase of non-teaching and research staff of the faculties, the central service provider and the functional organizational units in the first round varies from 11 to 18 per cent of the basic wage, so that the employees with lower income receive a higher rate increase. In their case, the first round will also be valid from September 1, and the second from January 1, the latter as a definite performance-based wage supplement. The director general of the library can apply the customer’s own model to the library staff, taking into account the specialties.
In 2022, if the institutional higher education performance targets are achieved, a 1-month benefit, ie the 13-month basic salary, will be available in the above-mentioned employee groups.
In the case of pedagogical staff of university public education institutions, a career model will continue to apply. The Government has announced that in their case there will be a salary increase from 1 January 2022, then the University of Debrecen will provide an additional 10% additional income to the basic salary from 31 September until 31 December, and the heads of institutions will provide an additional 5% quality allowance until 2021. December. The same applies to non-teaching staff in public education institutions and crèches.
Wage developments will be covered in part by the new public funding system available to model-changing universities, and in part by the university’s own revenues. From 1 September, following the administrative process for employment contracts, those affected will receive the increased salary set in the first phase of wage development in November. The second-rate, performance-based wage increase, anticipated by the institution for 2022, will be passed on to more than four thousand workers from February, with salaries in January.
