The sirens will be heard at Toulouse and Boussens, south of Haute-Garonne. And for good reason, civil security exercises are organized in the two municipalities, this Thursday, October 21, 2021.
They are intended to test the Special Intervention Plans (PPI) enterprises ESSO located in the Pink City and ANTARGAZ located in Boussens, two establishments classified as high threshold Seveso.
The sirens will go off at 7:30 p.m.
These exercises are organized by the Haute-Garonne prefecture, in conjunction with all the departments concerned. “Their aim is to test the organization of emergency services, the procedure for triggering the PPI and the establishment of command structures in the event of an industrial accident outside working hours”, explain the State services.
The siren of the ESSO site, installed in the Fondeyre district in Toulouse, should hold back under the blows of 7:30 pm Ditto for ANTARGAZ in Boussens. “On the other hand, the sirens will not sound to signal the end of the exercise”, specifies the prefecture before adding that there will be no security and emergency resources deployed on site.
The population has nothing to do
If no incident should be deplored this Thursday, the prefecture recalls that “in a real situation, this siren signals a danger. Safety instructions specific to each site should be applied ”.
However, in the context of these training maneuvers, no action is expected from the population. “All provisions will be so that the ordinary activities of the rivers are not disturbed by the progress of these exercises”, conclude the services of the State.
What can be found on the ESSO Toulouse site?
Located in Fondeyre, not far from the STCM (another Seveso high threshold site), the ESSO site in Toulouse is an oil depot, active since 1963. Covering an area of approximately 7 hectares, this flammable liquid depot comprises a road fuel storage capacity of more than 5,000 tonnes.
