renewal of the public administration contract and health care reorganization
“Services, rights and equal opportunities for all: within this two-year pandemic the centrality of the public administration has emerged with all its strength”.
The outgoing secretary of the Public Employment Federation of the Democratic Confederation of San Marino workers, Milena Frulli, thus opened the 13th congress of the FPI-Cdls itself, which is celebrated today (Monday 18 October) at the Palace Hotel in Serravalle. This was reported by a note from the same union.
In front of the 80 delegates, the outgoing secretary of the FPI-CDLS has resolutely asked for the start of the contract renewal table for the public and wider public sector: “The State must also set an example in the private law sectors, starting immediately the negotiations concerning a contract that has expired for the economic part since 2010 and for the regulatory part since 2012. I employees public, over the years, they had to suffer penalizing unilateral economic and regulatory interventions, through taken in the various budget laws by successive governments: some of these interventions are still in force ”.
And he forcefully states: “Do not exempt us from requesting, within the contractual renewal platform, also an inevitable congruous economic update of wages, which will recover the loss of purchasing power of wages and wages, equal to well over 10 %, resulting from the increase in inflation “.
Another topic in the foreground is the reorganization of health care: “The priority is not that of the new hospital, it is not the walls that make the difference, but the people who are inside it. The universal health system must be protected and improved: an inestimable value that the logic of profit would like to demolish. The ISS absolutely needs to have a new organizational act, the current one is dated 2010 and in over ten years healthcare has evolved and the needs of citizens have profoundly changed. We do not need managers, perhaps external ones, who we consider only to save, without knowing our country in depth“.
Among the salient points of her report, Frulli touched on the theme of precarious: “This is another challenge that the trade union will have to face as soon as possible, stabilization is essential, already signed in November of last year for all the precarious staff of the Is, to all the temporary workers of the Public Administration. We would like to start the discussion by October and we hope to reach an agreement as soon as possible that will heal years of precarious work , above all avoiding its regeneration in the future “.
Another point touched upon in the report of the outgoing secretary concerns the school sector: “I am firmly convinced that school is of vital importance for the progress and growth of a civilized country; the school has one of the most important and delicate tasks, and that is to help our children, who are our future, to grow with a critical spirit and with an open mind. In recent years, the professionalism of teachers has undergone an unjustified delegitimization by public opinion, also fueled by wrong political choices. A country that does not invest in education and culture is a country destined for civil and moral decay and for dying ”.
The congress day of the Public Employment Federation of the CDLS was very intense, countless interventions by delegates and guests, among which the greeting message of the State Secretary for Internal Affairs, Elena Tonnini, and the precious contribution of Domenico Gasperoni, former executive of the Pa. In the afternoon the voting operations for the election of the new Federation board have begun.
