It is a major step that children know all parents as they grow up: entering college. According to the sectorization in force, the child is assigned to a related college but it is possible, according to several well-defined criteria, to bypass this school card and to enroll students in another establishment in the same city or in another sector.
What are the criteria that can lead to an exemption?
According to the Toulouse academy, here are the criteria, in order, which leave the possibility for parents to request an exemption (subject to presenting the supporting documents depending on the case):
– Pupils with a disability
– Students benefiting from an important medical charge near the establishment
– Social scholarship recipients
– Students who will be expecting a brother or sister attending school at the start of the school year
– Pupils whose home, at the edge of the service area, is close to the desired establishment
– Pupils who have to follow a particular school path
– Other types of requests
Another possibility is given to families to bypass the school card: that of registering their child in a Class with musical adapted hours (CHAM). Two colleges offer this specialty: Didier-Daurat in Saint-Gaudens and Michelet in Toulouse.
One in two families ten years ago
A bypass of the school map which is a well-preserved sport in Haute-Garonne. According to figures from the Toulouse Academy, the “school card compliance rate” was 60% for the commune of Toulouse during the start of the 2020 school year. “This is a figure that has been on the rise in recent years. Ten years ago, we were still at a rate of 50% ”, indicates to Toulouse news the Toulouse academy.
The importance of the private
In their desire not to enroll their child in the college in their sector, parents are increasingly turning to the private sector. “The dispersion of students was done more in other public colleges before. Today, it is more of the order of 2/3 in private colleges and 1/3 in public colleges ”, we indicate on the side of the Departmental Council of Haute-Garonne, the community that manages the colleges.
The future big bang of the school map
A school map that has not finished evolving in Haute-Garonne. By 2027, no less than 22 new colleges will see the light of day (figure which includes the creation of new establishments and renovation work for others), including those of Saint-Simon and Guilhermy, which will open their doors in September 2022 and will take into account the new criteria to promote social diversity, like what has been done for the colleges which have replaced those of Badiou and Bellefontaine since 2017.
A consultation currently
The sectorization of these two colleges, which will be validated in January 2022, is currently subject to extensive consultation with the population. Two new meetings are taking place this weeke: Monday, October 18, 2021 at 6.30 p.m. at the Saint-Simon entertainment center (10, chemin de Liffard), and Tuesday, October 19 at 7 p.m. at the Phare, in Tournefeuille (32, route de Tarbes). And the Department of Haute-Garonne warns: “In the future, the school map of the north of Toulouse will also have to be redefined”.
