Toulouse issues a new anti-alcohol decree on public roads: new neighborhoods affected

Friday 15 October 2021, the Toulouse town hall announced to have renewed the decree prohibiting the consumption of alcohol on public roads.

Like every municipal anti-alcohol decree issued since 2015, the consumption of alcoholic beverages is prohibited on public roads in the hyper-center of Toulouse, within the perimeter delimited by the following lanes, which are included therein: boulevard d’Arcole, boulevard de Strasbourg, rue Roquelaine, place Roquelaine, rue Matabiau, boulevard Pierre Semard, boulevard Marengo, boulevard de la Gare, rue du pont Guilheméry, Port Saint-Etienne, rue du Pont Montaudran (in its section joining Port Saint-Etienne to Port Saint-Sauveur), Port Saint-Sauveur, allées Paul Sabatier, square Boulingrin, allée Jules Guesde, allées Paul Feuga, pont Saint-Michel , allées Charles de Fitte, Pont des Catalans, avenue Paul Séjourné, boulevard Lascrosses.

Squares and a large avenue
This is also the case in the following places: rue Riquet, interior place Saint Cyprien – Jean Diebold, place Roguet, place du Ravelin, Grande rue Saint-Michel, place Lafourcade.
This ban is effective every day between 1 p.m. and 6 a.m. A schedule that has been adjusted several times since 2015, especially during the covid health crisis. It obviously does not apply to café terraces, restaurant owners and all establishments holding a drinking establishment license.
The extended scope of application
The municipal decree, signed on October 7, nevertheless widened the scope of application compared to previous ones “So that everyone’s freedom is respected and the quality of life and public tranquility coincide”, indicates the Toulouse town hall.
New neighborhoods affected
Three districts are more particularly concerned by this extension of the perimeter: the Bonnefoy suburb, the Marengo district and the part of the Saouzelong district located around the metro station.
In the Bonnefoy district, it is the rue du faubourg Bonnefoy which is included in the decree on the portion comprised between the rue Saint-Laurent and the rue Jean-Aicard.
In the Marengo district, it is the rue Jean Compans, for the part includes between the boulevard Marengo, which surrounds the offices of Toulouse Métropole, and the street of April 10, as well as all the street of April 10, which goes up towards Jolimont, which are concerned.
Large perimeter around the Saouzelong metro
In the Saouzelong district, it is the avenue Albert Bedouce, on the included portion between the rue Vanini and the rue du Midi, that is to say at the entrance of the district of the Pont des Demoiselles, which is concerned. As well as a llarge perimeter located around the metro station, and defined by Virgile, Camélia, Léon Bonnat and Léonard-de-Vinci streets.
The anti-alcohol decree in Toulouse: a tradition
Toulouse has a festive tradition and, in recent years, the City has used to issue anti-alcohol decrees on public roads. From September 1999 to June 2015, fourteen anti-alcohol orders had thus been issued by successive town halls.
One of them, taken in 2011 under the mandate of Pierre Cohen, had been canceled in April 2015 by the Administrative Court because of its general nature (extended scope), and permanent (valid every day of the year ).
From July 2015, the majority of Jean-Luc Moudenc had only targeted the city center before starting to expand it to other sectors of the city (grande rue Saint-Michel, editor’s note). This trend therefore continues, as does the fact of extending the decree over time (in 2015, the choice was to apply the application period between the months of March and September, editor’s note).
