“Democratic Bulgaria” files a complaint against the refusal of the REC to enter the list ì – Parliamentary elections – Bulgaria – NOVA News
“Democratic Bulgaria” is out of the appeal in the Administrative Court – Stara Zagora against the refusal of the District Election Commission (DEC) to register the lists for the parliamentary elections on November 14. The complaint is signed with an electronic signature (QES).
“The complaint indicates a number of false allegations in the act of the DEC, as well as a number of illegal actions. New details have actually been added to the members of the DEC in Stara Zagora on October 12, “the coalition said.

The leader of the list and the professor of constitutional law Atanas Slavov and Magdalena Ovcharova from Democratic Bulgaria submitted all documents for paper and flash memory at 4.15 pm on Tuesday (October 12th) – 45 minutes before the deadline. The decision of the REC states that the flash memory was brought only at 6:02 p.m.
The appeal to the court confesses that the memory was brought after the expiration of the term. The CEC decision of 14 October also specified that the flash memory had been provided and opened to establish what documents had been submitted. Except at 4.15 pm, the Flash memory was opened a second time by REC members Stanka Harseva.
“All documents (on paper and on technical media) were submitted in time to the DEC. The finding that the electronic documents were sent by e-mail after 17.00 is incorrect, due to which the electronic documents were submitted to the DEC on a technical medium at 4.15 pm, ie within the statutory period, “the complaint reads.
Democratic Bulgaria is appealing the refusal to register the list in Stara Zagora
In addition, it is stated that you notice in documents for oral instructions given to Atanas Slavov (to be certified with “True to the original”) it is signed only by Stanka Harseva, without specifying data and time. There is no signature of Slavov. “Accordingly, the said remark does not constitute proof that Mr. Slavov is aware of the content of these instructions,” the complaint of Democratic Bulgaria reads.
The complaint also states that the DEC violated the rules by returning a flash memory to Magdalena Ovcharova, provided that she had to keep and store it.
The coalition claims that this is confirmed by the minutes of the meeting: “This flash drive was opened, digital certificates were checked and several people who saw, after which in the whole commotion was given the recognition of an electronic signature or not, was not sent to a representative , who, and the accompanying first.
The complaint lists and violates all other laws and regulations that relate to the amendment and validity of the qualified electronic signature, specify more than “Democratic Bulgaria”.
