“The risk of registering old or smuggled ships will be reduced” – Ziarul de Garda
The draft amendment to the Code of Commercial Maritime Navigation of the Republic of Moldova was voted in the first reading by 56 deputies, on Thursday, October 14. According to the author of the project, Radu Marian by introducing the control mechanism performed by EU-recognized companies will be diminished the risk of registering old or smuggled vessels.
“The situation is so serious together that Moldova has been on the blacklist of ports all over the world for many years and for this reason the ships under the flag of the Republic of Moldova are inspected and stopped at every step. In the period 2018-2020 alone, 350 inspections and 41 detentions took place.
Our solution is by modifying art. 7 of the Maritime Navigation Code, through which only ships that will be inspected by EU-recognized international classification societies will be able to have the Moldovan flag. This provision will ensure that only ships that are inspected are operated under our flag.
We need to introduce an elementary control mechanism that we do not have. This bill proposes the solution. Whatever it means to register old ships involved in smuggling, this risk will be reduced”, said the deputy Radu Marian.
The Code of Commercial Maritime Navigation of the Republic of Moldova, approved by Law no. 599/1999 ”is amended as follows: Article 7, paragraph 1, after the text “classification societies ”shall be supplemented by the words “holding the recognition of the European Commission ”. At the same time, in paragraph (4) of the same article, after the text “organizations recognized by the Government of the Republic of Moldova ”are completed with the words “including the recognition of the European Commission ”.
According to data from the Naval Agency, 113 seagoing ships are registered in the Republic of Moldova.
The taking over of the texts from the page www.zdg.md is done within the maximum limit of 1000 signs. Mandatory, in the case of web pages, IN LEAD, must also be indicated direct link to the taken article, and in the text, at least one more hyperlink to the primary source. Media institutions that take articles or images for TV or radio shows will cite the source, and print editions will indicate the source and author of the information. The materials on www.zdg.md are protected by Law 139 on copyright and related rights, including the Code of Ethics for Journalists in the Republic of Moldova.
