Infrastructure the Registry and Notary in Portugal Digital
The area of activity of Registries and Notaries is one of the most relevant areas of State sovereignty, whose responsibility is entrusted to the Institute of Registries and Notaries of the Ministry of Justice, which is responsible for ensuring the existence and controlled access to sources of truth relating to identity and the status of individual and legal persons, the identification of real estate and means of transport, as well as the registration of corporate bodies of collective entities and the registration of contracts, wills and other legal instruments.
The normality of national life and its functioning with legal certainty and a minimum of conflict critically dependent on the veracity, quality, timeliness and security of information that denounces people, collective entities, assets and contractual relations existing between them all. Any mandatory disturbance of the state of veracity, coherence, completeness and consistency of this collection of information entails incalculable costs and irreparable damage to the life of the nation, in its multiple aspects, from the economy to the social economy, from politics to culture, from civil security to the defense of the country.
In this new world in which information is increasingly “guarded” in the virtual space and cybernetics are increasingly frequent, this issue must be considered a priority!
It is essential to remove the PRR to strengthen the Registry and Notary sector, not only to modernize its application features and support the provision of better services in virtual portals and physical branches, but especially in the definition, management and operation of the life cycle of relevant information entities, in enabling their access across the entire Public Administration.
It is essential to ensure that informational entities in the universe of Registries and Notaries do not once again become prisoners of the applications that they create and use more directly, but that they remain independent of them, capable of responding to requests from all applications via interoperability mechanisms how they interpellate.
