At the Toulouse University Hospital Center, all vehicles are shared between departments. “Our fleet consists of around 200 vehicles of all types, with around 150 light vehicles and the rest in business vehicles: ambulances or heavy goods vehicles”, describes Matthieu Fleureau, director of hotel logistics equipment. Light vehicles are divided between the departments: “Around 35 vehicles are available at the various geographic sites and drivers can book. Before 2019, we used a key box with an associated reservation system, ”recalls Matthieu Fleureau. Adding that as part of the CHU’s activity, the fleet is used for travel between the four sites: for equipment maintenance, for care, for administration or for logistical needs such as the transport of samples. biological.
Telematics and LLD
The arrival of telematics in the CHU park corresponded to a change in its management method in 2019. “At that time, we started to develop the fleet with rental vehicles. Until now, we only had about ten pool vehicles on site, but most of the fleet was in acquisition, ”explains Matthieu Fleureau. The vehicles on site have therefore replaced an old fleet of which many vehicles had arrived at the end of their journey. “We sold some of them and a lot of them were scrapped. On the occasion of this renewal, we were able to observe that while vehicles were traveling a lot, others were only traveling 5,000 km per year, ”notes this manager.
The choice of location by the CHU is a matter of opportunity. “After the summer of 2019, we validated a strategy for renewing the fleet of light vehicles and light vehicles. We then got in touch with the lessor LeasePlan, which was offering very competitive prices on a vehicle model suited to the majority of our uses: the Captur ”, relates Matthieu Fleureau. But the choice of telematics stems from a strong desire to optimize fleet management. Taking into account the inequalities in use observed between the vehicles of the old fleet, one of the first objectives of the information feedback was indeed to better identify the needs of the hospital services. Until now, the fleet manager has obtained little information on the use of vehicles. A lack of data that led in 2019, despite the findings of over or under-use, to change the number of vehicles identically.
In order to be able to redistribute them between the departments, the manager has developed vehicles with the supplier of the ad hoc dashboards. “We are in the process of finalizing a pilot indicator mockup with Kuantic: mileage, average daily mileage, average distance traveled by vehicles, hours of use, etc. », Lists Matthieu Fleureau. Another indicator developed in this context, that of journeys to benefit from a better knowledge of the movements of vehicles as a whole. “We have mapped our main sites by GPS and we are analyzing the occurrences of movement between each one”, continues this manager. Indicators for the fleet
These statistics will be used for several purposes, but their exploitation aims, among other things, to reduce the size of the park. By the end of the year, meetings are therefore scheduled with each of the departments to consider resizing their fleet. “Our rental contract expires in 2022 and we have six months left to synthesize the data collected as closely as possible to our business needs,” concludes Matthieu Fleureau.
TELEMATICS AND CAR SHARING
The installation of the telematics tool within the Toulouse University Hospital required the taking into account of an imperative by the lessor LeasePlan: to allow the car-sharing already in place to be taken care of. “With the new telematics system associated with a car-sharing tool also offered by LeasePlan through its partnership with the companies Kuantic and Mov’InBlue, we have been able to renew carsharing in a more modern way: drivers can now lock and unlock vehicles with their professional badge ”, explains Matthieu Fleureau. And the data reported by the tool also led to another observation: “Our ten Clios in car-sharing are coming to the end of their rental at the end of 2021 and we are not going to transform them”, anticipates this manager.
