How to: selection by categories or selection by categories?
The form corresponds to the norm selection by categories.
Preposition by in modern Ukrainian literature the language is ambiguous. The Dictionary of the Ukrainian Language contains as many as 32 meanings in 20 volumes.

In connection with the name Kakhovka, as in a drop of water, reflects the complex history of the Ukrainian language, used with the languages of neighboring peoples. The city of Kakhovka was founded as a property of Colonel Dmytro Kulykovsky in 1791 on the territory of the ancient Tatar-Turkish fortress Islam-Kermen (literally “Islamic fortress”).

The form of the surname, from which the name of the city is determined, is Polish (Polish: Kachovsky, also known as the previous version of Kochovsky), which in the suffix part also coincides with Russian (Kokhovsky). The ancient noble family of Kakhovsky (Kokhovsky) came from Sandomierz Voivodeship. Ancestors of Nicholas and Vasily Kakhovka farms in the Smolensk region, which in the seventeenth century conquered the Muscovy. Kakhovsky went to serve the king.
In the Ukrainian language, among other things, two types of surnames of adjective type were fixed: on –ovsky (under the influence of Polish and Russian) and on Ivsky (against ikavism – ladies tendencies of development of the Ukrainian language to replace the old at on and in certain positions). Therefore, forms are attested in our written language Kokhanovsky, Kulakovsky, Petrovsky, Nemirovsky and Kryzhanivsky, Lubkivsky, Rusanivsky, Yavorivsky also.
Because the name Kakhovka derived from Kakhovsky, then in it and left at in the growth. It is possible to assume that if the Ukrainian language developed freely and was introduced in the twentieth century, then, namely, the mentioned dominant tendency of Icavism affected all surnames of this type, and I would even reproduce Polish surnames with the help of suffixes. -s and -ск (hypothetically: Kakhiv, Kokhiv). By the way, the “Encyclopedia of Ukrainian Studies” provides a formula Kakhovka and derivatives Kakhovka (sea), Kakhovka (hydraulic unit) as the only one acceptable, but in this edition there are no articles on the genus Kakhovsky.
So there is no stand to view the names Kakhovka.
There is a city in the Donetsk region, the name of which is written in Moscow style Severodonetsk. Would not be a better form Seversky Donetsk. After all, you can call a beautiful name Novgorod-Siversky.
Here our reader subtly feels that in the title Severodonetsk something is wrong with reviewing compliance with the means of the Ukrainian language. In fact, if this city was in Russia, it would have to be reproduced in Ukrainian Severodonetsk, but this is a Ukrainian city, other language laws should apply here.
The history of the name of this city is very confusing, but it appeared only in 1950 without proper adaptation to the laws of the Ukrainian language. Under the influence of the Russian language, the name was first fixed in the official statement Severodonetsk, and Severodonetsk (Resolution of the Verkhovna Rada approved, the dominant form in official use since 1995).
In Ukrainian encyclopedic reference books, language codes, in the work in “Ukrainian spelling” (1990) (§ 108), the formula Severskodonetsk, which corresponds to the laws of the Ukrainian language. Some modern publications have a form Severodonetsk, which is also consistent with the traditions of Ukrainian word formation.
Until now, you need to approach from two positions. In addition, it is necessary to use an officially established name, so as not to perceive chaos in the documents.
Secondly, the idea that the name of the city should comply with the laws of the Ukrainian language is widely promoted, and there is a need to raise the issue of revising the official name of this visit for the people’s initiative before the Verkhovna Rada.
