Toulouse. Vegetation, ecology: what residents offer for their neighborhoods

In terms of ecological transition, or quite simply to improve their neighborhoods, the people of Toulouse have no shortage of ideas.
1619 proposals
This is the finding that emerges from the citizen consultation “My ideas for my neighborhood” organized for three months by the town hall of Toulouse. Not less than 1619 proposals were submitted on the “Je Participe” site from June 28 to September 30, 2021. The key: an envelope of 8 million euros for the financing of the projects whose initial idea comes from the inhabitants.
“It’s a real success. When we look at what has been done elsewhere, we are sure a participation registration compared to other cities in France. In Paris, there were 2565 proposals for a consultation of the same kind but with a population of more than 2 million inhabitants ”, observes Nicolas misiak, delegated municipal councilor in charge of coordinating citizen conventions for city ecology by district.
Nature in the city, eco-mobility, waste management… As part of this call for ideas, the objective was to receive a majority of proposals in favor of ecological transition at the micro-local scale. The contract is fulfilled. “We wanted to have between half and two-thirds of ideas concerning ecology. Finally, ecology concerned 75% of contributions“, Notes the elected official.

What will become of these 1619 proposals ?
Nicolas Misiak details his roadmap: “The proposals have started to be evaluated by our services. The next step is the citizen workshops for which was launched a call for nominations this summer. We have passed a thousand candidates, which is very positive! These workshops will meet from the end of November in order to prioritize ideas. These projects will then be submitted to neighborhood offices, made up of elected officials and associations and representatives of citizen workshops. From this preselection will come out 10 projects per district, half of which are green, to have potential citizens to vote in the third quarter of 2022 ″.
Those who will collect the most votes will be financed by the participatory budget, the envelope of which has been increased to 8M €, and carried out within 2 years.
But then, what ideas were submitted to citizens at the town hall to improve their neighborhoods. Here is a collection of proposals (non-exhaustive list), classified by sectors.
Toulouse Center: “Greening the Place du Capitole”
Let’s start with the city center. In the neighborhood Saint Etienne, Camille asks the town hall to make an effort to reduce light pollution. “Our sleep is always impacted by outside lights. As much by those of the lampposts as by those of the signs of certain companies ”. It therefore asks to “reduce the duration and intensity of the lamps” and to “take charge of and regulate night-time advertising”.
Christelle C., she offers to “Greening the Place du Capitole”. “A few plants and trees to embellish this emblematic square in Toulouse. Perhaps this will create some shade in this square, ”she writes.
Henri considers it important to greening Place Arnaud-Bernard. This place “very mineral to date, deserves to be renovated and revegetated in order to be more attractive for the entire population”, he believes.
Not far from here St. Peter’s Square, coco to propose the creation of a cycle path in both directions of traffic at rue Valade. “It will remove car spaces and set up a cycle path”.
In the neighborhood Saint-Aubin, an association “Propose to green the streets and open spaces by removing bitumen as soon as possible (…). This greening must be accompanied by the installation of street furniture (benches, chairs, games for children) allowing residents to reclaim their neighborhood, ”she adds.
North of Toulouse: educational garden, composters …
This is the most supported proposal on the consultation website: Aux Minimes, Deb to propose an educational garden in Negreneys. “An original way to bring together all types of public and to mix generations: children, young people, the elderly,” she suggests.
Of Izards, Helen ask the town hall to reduce noise pollution “Induced by the densification of the neighborhood”, which “becomes very problematic and an obstacle to good living together”. (…) “Would it be possible to conduct an awareness campaign and install sound radars (Chemin des Izards, route de Launaguet…)? “.
A Borderouge, many proposals concern the park of the maourine. Magali propose “the creation of a health course suitable for all ages”. Elsa asks for the installation of composters or a shared vegetable garden. Manset, him, proposes to “Greening the north of Borderouge”, sector in deficit compared to the south of the district.
Toulouse Ouest: “Correcting the discontinuities”
A Saint-Cyprien, Laurent M. wish a “Massive greening of Place Roguet”. “During the increasingly frequent scorching summers, crossing the square is sometimes a challenge, the mineral coating accumulating and reverberating heat. Unfortunately, the few improvements made to the square are not enough to make it livable, ”he explains.
Sarah, she asks the town hall to “Correct discontinuities” between the cycle paths of Boulevard Déodat de Séverac and those leading to the Stone cross.
To the Cartoucherie, a collective of inhabitants proposes to set up a third place of circular economy.
A Lestang fountain, in order to fight against heat islands, Barelli wants trees to be planted “in the heavily paved streets of the neighborhood”.
As for Kevin, he proposes to install speed bumps in the Faourette park. “When the weather is nice, scooters, quads & other motocrosses flourish in the park. I propose to install speed bumps at intersections in the park to discourage high speed ”.
Toulouse Est: “Edible plants! “
At the level of the avenue Camille Pujol, Bonbarde calls for the addition of pedestrian crossings in order to “promote pedestrian circulation between the various businesses”.
Antoine, he calls for the installation of ashtrays in the garden square of the Rose garden, which according to him is “invaded by cigarette butts”.
In the park of Argoulets, Sirbu emits the idea of using edible plants for green spaces ”. “Multiply the presence of edible plants such as fruit trees / shrubs, vegetables and other wild plants to feed people a little in a fun way,” he says.
In the neighborhood Guilhemery, Moscow propose to create “a rainwater collection network” in order to promote the natural drainage of rainwater.
A little further east, rock wish to create a cycle path “to pass the ring road and the Hers river at the level of interchange 17 Route de Castres ».
Toulouse Sud: “More public transport”
More to the south, Laura You want a cycle path to be set up between the Grande rue Saint-Michel and the avenue Jules-Julien, at the level of the avenue de l’URSS. “No defined space is provided for cyclists. However, the traffic is intense there, ”she observes.
On the side of Rangueil, Neceme believes that the eponymous avenue in this district is a very busy axis for vehicles. “This causes noise pollution, pollution and the risk of accidents. It would be more pleasant to go one way from avenue Jules-Julien towards Rangueil, to avoid the flow towards the ring road ”.
A Pech David, Maintile Would like the creation of a sidewalk for pedestrians on the Chemin des Côtes de Pech David.
A Pouvorville, Nathscrap31 calls for more public transport in a “very poorly served” area. “A shuttle that would cross the heart of Pouvourville and have relevant stops in the Pech David green zone would be useful to residents,” she suggests.
