Monaco will pay its promised 3M € to the valleys ravaged by storm Alex via La Fondation du Patrimoine
The gesture was strong in symbol and solidarity. In the aftermath of the Alex storm which ravaged the valleys of the Nice hinterland on October 2, 2020, the Principality had announced to donate three million euros to help the reconstruction of the French municipalities of Tinée, Vésubie and Roya particularly bruised.
As a French local cannot enter into a contractual financial agreement with a foreign state, it took a year to find the appropriate legal route so that France could receive the money promised by the Principality. A fourth million euros, announced last October, for the Italian side of Roya is also in the process of legal allocation.
The guarantee sought
“We looked for a way to do it quickly and well and after several thoughts, we chose to go through the Heritage Foundation which guarantees that the money will be allocated very quickly and that the operations will be followed precisely. by the foundation on our behalf, which informs us very regularly “ decrypts the Minister of State, Pierre Dartout, who received yesterday morning in his residence, Guillaume Poitrinal, the president of the Heritage Foundation.
A French organization, actor of heritage preservation in France, which coordinates the needs and funding arriving from various angles. It is with this structure that the Principality yesterday signed an agreement in favor of the heritage of the valleys affected by storm Alex. Clearly, it is to the Heritage Foundation that Monaco will pay the three million euros announced in October 2020, following the principle of devoting one million euros for each valley in the affected hinterland.
It is then up to the foundation to make the link to launch projects, as it also does, for example, with states in the Middle East which have made donations to France for the reconstruction of Notre Dame de Paris.
“That the accidents are not irremediable”
On the practical side, collective work has been initiated between the foundation, the municipalities of the three valleys which will be awarded all the sums, the prefecture of the Alpes-Maritimes and the State of Monaco, looking at the attributions.
A sample of actions to be launched towards the sector’s heritage has already been established. Motley sample. It ranges from replacing a piano in a church to repairing a forest road. Through the renovation of bridges, bell towers, collapsed walls. Mainly in the public domain, with the exception for the time being of a project sponsored by an individual. Each time, the file is evaluated and its execution fully funded.
“We have not yet identified and evaluated, but we are working on it” assures Guillaume Poitrinal, president of the Heritage Foundation, which has a team of 70 employees and 750 volunteers.
“The commission of events that we do not wish to be irremediable on the heritage and the storm of the Monegasque State will make it possible to carry out these rescues”. At the same time, the foundation is also working on corporate sponsorship in the sector. And launched an appeal for donations from individuals on its site which already brings together 47,000 euros.
On the spot, the needs remain enormous. “I cannot say that there are projects more emblematic than others” underlines Guillaume Poitrinal, “The heritage of the sector is overwhelmingly diverse and we are going to help it as a whole by following three essential criteria: urgency, heritage interest and the ability to carry out quality renovation” he explains, reminding you that you have to go fast. On this point, the foundation will have its resources: “this is the goal of our eager volunteers to save the heritage”.
