In Rome, the capital of Italy, a different status must be recognized. But no candidate says it
Now that Rome is about to have a new mayor, I think it is useful to bring to his attention a topic that has rarely been talked about in the election campaign and which, on the other hand, is unavoidable if Rome is to be able to take its breath away and begin to tackle its most visible problems, starting from the garbage collection to getting to public transport.
It is therefore necessary to remember that Rome is heavily burdened by the commitments connected with its dual role as Capital of Italy and of “guest” of the Vatican State. The performance of these two roles implies a series of permanent and very heavy commitments: on the one hand that of having the seats of Parliament and of the government (but also of the Confindustria and the trade union confederations), with popular demonstrations connected to these roles; on the other hand, to give space to the numerous religious events: from the Councils (ordinary and extraordinary) to the papal audiences on Wednesday, with the aggravation of the situation of the traffic, to “events” such as the beatification of Padre Pio, whose body wandered for many days in the streets of Rome, covered by a glass urn.

It is useful to remember what he did in 2014 Giovanni Legnini, undersecretary to the Ministry of Economy and Finance in the Renzi government, with responsibility for the “financial profiles and repayment plans of local authorities, including Roma Capitale”. Legnini had the plan of the Marino council prepared, in the face of the commitment to keep the accounts of the Municipality in order by reducing costs and investee companies, an annual budget of 150 million charged to the state budget, intended for the exercise of the functions of Rome capital city, on the model of when it happens for other European capitals. The allocation was multi-year and this avoided fighting an unlikely battle against the windmills every year.
A proposal from the Minister for Regional Affairs was not followed up Francesco Boccia to increase it by 100 million a year, also taking into account the many commitments foreseen at the time for the 150 years of Rome Capital (which in reality were reduced to very little, also in order not to annoy the Vatican by recalling the events of the taking of Rome and the end of the temporal power of the Popes).

Something that does not seem to belong to Rome by right, as if the title of was already excessive “Capital of Italy”. And on which everyone, in those countries, agrees so that their capitals are guaranteed the resources that accept the level worthy of each capital.
