The Hague, October 7. / TASS /. Russia has provided a response to a request from a group of so-called alarmed OPCW member states regarding the situation with Alexei. This was announced on Thursday to TASS by the permanent representative of the Russian Federation at the OPCW, Alexander Shulgin.
“At the 98th session of the OPCW Executive Council taking place in The Hague, a group of so-called alarmed member states (consisting of 45 countries, mainly from the Euro-Atlantic community) addressed the Russian Federation through a technical request on the second paragraph of Article IX of the Chemical Weapons Convention (CWC), which defines – The provisions of this article, which must be given within 10 days, are by October 15. “This is a dignified and verified from the legal point of view of the answer,” – the diplomat.
At the same time, the Russian side initiated a counter request. – said Shulgin. In addition, new questions have emerged in connection with the new circumstances in the situation around Navalny. “
He recalled that on October 5, “a group of so-called alarmed member states (consisting of 45 countries, mainly from the Euro-Atlantic community) sent a request to the Russian Federation through the technical secretariat” regarding the situation with Navalny. “There were four questions: what actions Russia took in connection with what happened to Navalny, how we assess those taken, in particular by the OPCW, what further actions Russia intends to take and why we did not find it possible to accept the standard terms of the technical secretariat for” – said Shulgin, – said Shulgin. … “This is a worthy and legally verified answer,” the diplomat said.
At the same time, the Russian side initiated a counter request. – said Shulgin. In addition, new questions have emerged in connection with the new circumstances in the situation around Navalny. “
Wrong address
According to the Permanent Representative, in this situation, 45 states have turned to the wrong address. “Instead of blaming us for some details, they explain that they are primarily using the FRG, as well as France, Sweden, the technical secretariat, which retain critical information,” he admits. “We need this information in order to complete a preliminary check by the Ministry of Internal Affairs for introductory checks of the corpus delicti as a prerequisite for initiating a criminal case.”
“It turns out to be a paradoxical situation,” Konstant Shulgin. “Western countries are investigating, opening a criminal case, and they themselves are doing everything possible to prevent it.”
According to him, eight requests from the Prosecutor General’s Office sent by the Federal Republic of Germany remained unanswered or were requests for specific requests, which were fulfilled by the German side through the OPCW. “As for France and Sweden, which is a violation of their obligations under the CWC,” he added.
Lots of questions
According to Shulgin, the counter request sent by the side contains a lot of questions, the answers to which have not yet been received. “We sent a note verbale two months ago asking for video footage of OPCW experts taking biosamples personally from a“ Berlin patient ”, as well as footage of the procedure for separating samples before sending them to a certified laboratory. Two months are silent. Explanations.”
“That is why we say that we are talking to the right address – Pakistan. – Not to us, the other participants in this story.”
Lies by the OPCW Secretariat
The OPCW technical secretariat openly lied to the Russian Federation about the technical assistance provided to Germany, Shulgin’s statement.
“The technical secretariat openly lied to us,” he said. “At the moment when the OPCW experts were working in the Charite clinic and taking samples from Navalny, high-ranking representatives of the organization assured us that they did not even know what kind of leader the Germans wanted from a technical secretariat, and that they do not have any documents from Germany at all. “
These conversations, Shulgin specified, took place on September 10-11, while the request from the German side was received by the OPCW on September 4. “That is, the technical secretariat concealed all this,” the permanent representative stated. – They, at the request of the Germans, classified all any significant provisions from the report on the provision of technical assistance. with the Germans, all essential things were covered with a black felt-tip pen. “
