Initially scheduled for spring 2021, then postponed to September 2021, the Low emission zone (ZFE-m) has still not entered service at Toulouse.
Ban the most polluting vehicles
As a reminder, in order to” improve air quality within the metropolis, the future ZFE-m will gradually ban the most polluting vehicles in a perimeter that will include Toulouse (inside the ring road) and a small part of Colomiers and of Tournefeuille. In total, this ZFE will extend over 72 km2. The driving ban for the vehicles concerned will be valid 24/7.
According to the schedule initially planned, the entry into force of the EPZ will be gradual. No longer possible to circulate:
- End of 2021 : vans, vans and heavy goods vehicles Crit’air 5 sticker and not classified
- In 2022 : the same commercial vehicles and heavy trucks certified Crit’air 4
- In 2023 : light vehicles and two-wheelers, certified Crit’air 4, 5 and not classified
- In 2024 : light vehicles, two-wheelers, utility vehicles and heavy goods vehicles up to Crit’air 3. On this date, only vehicles certified Crit’air 2, 1 and electric or hydrogen vehicles will be allowed to circulate inside the area.
In total, according to Toulouse Métropole estimates, 47,000 vehicles could therefore be banned from driving from 1uh January 2024.
“Everything is ready”, we assure the side of the metropolis
But for the moment, and while the planned consultation ended this summer and new signs delimiting the EPZ have already been installed, no date is circulating as to its official commissioning. Then, how to explain this new ignition delay ?
” The metropolis is ready. On a closed file. The decree is ready. The panels are installed, they are covered, so we can get started in the minute! The difficulty comes from a legal question which is in the hands of the central state ”, assures Francois Cholet, the Vice-President of Toulouse Métropole in charge of the Environment.
Fines provided for in the event of non-compliance with the EPZ
In the event of non-compliance with the ZFE, the fine will be 68 euros and may go up to 135 euros for heavy goods vehicles. To support these changes, Toulouse Métropole has set up bonuses to help individuals and professionals change vehicles.
“A legal problem”
He shifts: “There are three municipalities which are managed in the ZFE: Toulouse, but also Colomiers and Tournefeuille. Initially, the three mayors were expected to sign the police order establishing the launch of the ZFE. But the law of August 24 “Climate and resilience” finally indicates that it is no longer for the mayors concerned but for the President of the Metropolis to sign this decree. This may seem trivial, but since all our documents mention the three mayors, if we get the president to sign, it suffices that there is a appeal to the administrative tribunal for him to be attacked. And if we get the mayors to sign, we are outside the law since it is up to the president to sign! There is therefore a small legal problem which is very annoying and which does not only concern the Toulouse ZFE, moreover (other low emission zones are being created in other metropolises, editor’s note). Even if everything is ready, we are therefore waiting for the green light from the State, ”explains François Chollet.
Towards a delay in the schedule?
If the future ZFE-m came into service by the end of 2021, the initial schedule would not be changed. But what if it isn’t? “The principle of progressivity, on will maintain it. Will we postpone if the signing takes place in 2022? We will adapt, but in terms of air quality, that would not be good news. I hope this will be resolved quickly, this matter! », Says François Chollet.
There is therefore no need for more than a signature to formalize the entry into force of the future EPZ, which is never ending.
Contacted by Toulouse news, the Haute-Garonne prefecture did not respond to our requests.
