Memorandum between the Republic of Moldova and the International Labor Organization, for the implementation of a Country Program on Decent Work
Today, October 7, the Memorandum of Understanding for the implementation of the new Country Program on Decent Work (PŢMD) for 2021-2024 was signed by the Government of the Republic of Moldova, represented by the Minister of Labor and Social Protection Marcel Spatari, National Confederation of Employers of Republic of Moldova (CNPM), the National Confederation of Trade Unions of Moldova and the International Labor Organization (ILO).
During the ceremony, the signatories underlined their determination to advance the economic and social development of the Republic of Moldova, by increasing the level of employment, reducing skills gaps, creating better working conditions and extended social protection.
Both the Government of the Republic of Moldova and the employers and trade unions have a unanimous approach when it comes to the role of social dialogue, as well as the support mechanism for achieving the mentioned objectives. The social partners are investing incredibly in the new Program and anticipate its contribution to better and more competitive productivity, health and safety at work and reduced risk of informal employment. All these are topics included in the collaboration program with the International Labor Organization.
Marcel Spatari, Minister of Labor and Social Protection stressed that they reflected the Government’s priorities in terms of labor and social policies, focused on promoting equal opportunities, inclusive employment, protection of employees’ rights, combating the phenomenon of information payments, increasing social guarantees at work work, entrepreneurship development.
“Together with social dialogue partners and IOM representatives, we have established medium-term priorities related to the promotion of decent work in the Republic of Moldova. We want to intensify collaboration with the social partners and implement those policies that would significantly improve working conditions for employees, ensure respect for their rights in the workplace, eradicate undeclared work, provide opportunities to create new jobs and ensure a inclusive employment ”.
Sergiu Sainciuc, the vice-president of CNSM wanted to mention that: “A constructive social dialogue at all levels is very important, both for quality employment and for safe working conditions for workers. Thus, the social partnership remains an indisputable premise for social peace and sustainable economic development and inclusive. ”
“Decent work is not just a slogan, it is a goal in itself – reiterated Leonid Cerescu, president of CNPM – Activities that will target the labor market, creating sustainable and prosperous enterprises, building strong and independent employers’ and trade unions, promoting social dialogue they are an integral part of this Program and are very welcome ”.
“This program is the fifth ILO program for the Republic of Moldova – said Heiz Koller, Director of IOM for Europe and Central Asia. In the previous program, the ILO supported efforts to create jobs in rural areas, encourage entrepreneurship, develop skills and skills required by the labor market. These and many other initiatives will be supported in the next four-year program. “
The Country Program on Decent Work will have a Tripartite Supervisory Committee, which will monitor and adjust its implementation in the context of the development needs of the Republic of Moldova.
Over the next four years, ILO support for the Republic of Moldova will focus on job creation and employment for young people, secure working conditions, respect for the right to work and better social dialogue. From better governance of the labor market and efficient institutions, to better compliance with international labor standards, ILO support will be focused on people and their needs.
