Toulouse: what residents want for their neighborhoods
Creation of cycle paths, revegetation and installation of composters are the three main requests requested by the people of Toulouse consulted by the town hall.
An avalanche of ideas. For three months, from June 28 to September 30, the people of Toulouse participated in the consultation organized by the town hall “My ideas for my neighborhood”. On the site jeparticipe.toulouse.fr Mainly, 1,612 proposals were received. And, for the mayor, it is first and foremost a satisfaction. “Until now, Paris has been the leader for this type of consultation with 2,565 proposals but with a population of over two million inhabitants. We collect three times the number of opinions ”, underlines Jean-Luc Moudenc.
The objective was to, at the district level, projects on the theme of the ecological transition of the city. The people of Toulouse have understood this well by expressing three main orientations: the development of cycle paths, a wish that even seems to occupy the first place, the revegetation and the installation of collective composters.
Trees everywhere
If we judge by these opinions, the bicycle knows a plebiscite. “Repair the Chemin de Lapujade cycle lane” in Croix-Daurade, implored a resident. Same request for avenue de Rangueil. Create “a cycle lane on avenue Jean-Rieux”, Côte-Pavée. The car in town, for residents in any case, should give way without being banned. A “mixed pedestrian, bicycle and car zone” is thus requested on the way from Catala to Lardenne. Rue de la Colombette, the neighborhood committee would like a “redevelopment” and “experimentation with its closure to cars on certain days. The proximity of a school or college, such as rue du Caillou-Gris aux Minimes, often leads to the desire for a “reduction in speed”.
Greening also won a lot of votes. Place de la Croix-de-Pierre, Faubourg Bonnefoy, Thibaud area, Chemin Dortis in Lalande near a future school, around the dome of La Grave, to “shade the skate park of Argoulets”, near “the Marengo-Périole schools », In the car park in the Bois de Limayrac, and even rue Alsace or Place du Capitole… the people of Toulouse want trees everywhere.
Waste management also inspires residents. In Pouvourville, a composter authorizes and suggests a local resident to “shed” the bins. Another inhabitant even imagines “micro-power plants to drive buildings”.
The proposals began to be appreciated by the services. They will be examined in citizen workshops and will be subject to a vote. Objective: in one year, launch ten projects per district, that is to say 200 financed by the 8 M € of the participatory budget. The process is long, recognizes the mayor, but it is “collective”. This tool for greening Toulouse overlaps, he explains, “our political orientations. It will give a higher quality to our actions thanks to the expertise of the inhabitants. “
Original proposals
Not all of the proposals relate to nature in the city. And a few, feasible or not, are original. A Toulousaine would welcome boats to go from Croix-de Pierre to Île du Ramier. A resident suggests a footbridge over the Garonne near Job to reach Purpan. Others propose: the installation of a zip line above the Amidonniers filter basin; the installation of a veil on the Neuf, Saint-Pierre and Saint-Michel bridges to protect from the summer sun; a “solidarity drop-in center” between neighbors, or even painting the roofs of schools white to lower the temperature.
