Traveling in the North, Tuesday, October 6, 2021, the Prime Minister Jean Castex presented the results of the call for projects for the development of collective transportation in France. In total, no less than 900 million euros will be allocated to 95 communities across France, for some 162 tram, bus and other multimodal exchange hubs projects. Credits released as part of the recovery plan.
Paris, Marseille and Toulouse already supported
In Tourcoing (North), Jean Castex unveiled the winning projects, as well as the associated state subsidies. “These will be issued by the French transport infrastructure financing agency after the agreement with the project leader,” said during a press point.
The government took care to ensure that three territories had already been supported, and that their major projects were therefore not included in the device: these are the transport plans of the Greater Paris, of Marseilles, but also of Toulouse, with its third metro line, for which the Prime Minister had already announced 200 million euros. These three territories, already well served in the eyes of Paris, are therefore logically less so in this new salvo …
About 7.5 million euros more for Toulouse
In addition to the third metro line, however, the government has announced funds for four other projects in Toulouse, worn by Tisséo, or by the Occitanie Region.
- 1,590,000 euros for the bus line Linéo 12 Borderouge – Rangueil (Tisséo)
- 2,130,000 euros for the Muret – Basso Cambo express line (Tisséo)
- 1,870,000 euros for the Basso-Cambo multimodal transport hub (Tisséo)
- 1,870,000 euros for the multimodal transport hub of the Matabiau station (Occitanie region)
That is a total of nearly 7.5 million euros for these four projects. A fifth application was accepted in Haute-Garonne: it concerns that of multimodal transport hub of the Montastruc-la-Conseillère station, north-east of the Pink City, which will benefit from 70,000 euros. For each of them, as in all of France, this aid represents “on average 10% of the total investment of the project selected”.
And 200 million euros for the third metro line
To these 7.5 million euros, we insist in Matignon, it is therefore necessary to add the 200 million euros confirmed by Jean Castex during his visit to Toulouse in April 2021, to support the colossal third metro line project, costing a total of 2.7 billion euros : “200 million euros is the amount that the State will contribute to this great achievement. It is a very significant effort ”, then indicated the Prime Minister.
How are the other territories helped?
As part of this call for projects, applicants had until the end of April 2021 to submit their applications. To be eligible, the work must not have started on the launch date of the call for projects, and must start before the end of 2025.
Plans to establish a subsidy ceiling had been established at 40 million euros, explained the government. Among these 162 projects, no less than 29 will be in Occitania, the region with the most. By way of comparison, the neighboring territory of New Aquitaine got 18.
At the Metropolitan scale, that of Lille (1,175 million inhabitants) obtained 120 million euros State aid, in particular for two large tram projects, valued at 1.4 billion euros in total: one of 30 kilometers in Lille, the other of 22 kilometers in Roubaix-Tourcoing. As for Lyonnais (1,398 million inhabitants), the government announced 81 million euros (for three tram lines, and a cable car).
As for Marseilles, it was the President of the Republic Emmanuel Macron who himself announced the release at the beginning of September a billion euros for public transport in the Phocaean city, whose metropolitan area has 1,889,666 inhabitants, and which is lagging behind in this area.
If they are not the best off, Toulouse and its Metropolis of some 783,353 souls are obviously not the worst served either.
