Thus began a press release from Repubblica Futura on the needs of the Directorate General of the Public Administration. “The first would be the result – we read – of an in-depth discussion with the management of the operational units, departments and organizational structures of the Bodies, while the second would involve the trade union parties.
To our political force, and not only, have received – instead – several reports from the management, trade unions and staff who denounce the total absence of confrontation and a downsizing of staff tout court without a prior analysis of the processes.
In fact, it appears that many managers attested to the DGFP on several occasions, staff shortages and advanced organizational assumptions that have been completely ignored by the DGFP.
It also appears that, in the context of the trade union assemblies conducted by the various Confederations, these have openly revealed the total lack of a comparison on the draft requirement and the finding highlighted the impossibility of having a concrete impact on the proposals by formulating a laconic “go straight without consultation” .
So it is clear that this is a proposal dropped from above and tailored not to the real functional needs of the public administration, but to the customary and now obsolete way of conforming the public administration to the very execrable needs of placing friends and relatives and with the sole objective of cost reduction; obviously a detriment to employees without saints in heaven and to the functionality of the administration.
The strategy followed by the DGFP seems to be to elaborate cumbersome rules which can then be derogated from with ad hoc circulars; proceed with staff assignments, assignments to organizations, entries and exits from the list of supernumeraries, changes in PDR; provide for immediate re-entry or exit from their positions and from political positions to grab the coveted position or a magical increase in level, in spite of the majority of employees who most of the time find themselves opposed to their legitimate quirky requests.
And what is the most propitious moment to carry out these “strategies”? Now, in constant drafting of the General Allocation provision.
Considering therefore the astute managerial strategies put in place by the DGFP, and now revealed, inspired by the strategies dear to the distant 90s of the last more than by the modern corporate doctrines, Repubblica Futura considers it right and no longer postponable to pay particular attention to the coverage of the foreseen positions from the needs of the DGFP having the courage to eliminate a staff that is no longer in step with the times and assigning personnel identified on the basis of proven professionalism.
