Prague: Councilors discussed the purchase of land for the so-called green belts near the Prague ring road

According to Monday’s decision of the city council, the capital city of Prague wants to buy land in the cadastral area of Běchovice for the creation of so-called green belts as part of compensatory measures. These are related to the construction of No. 511 Prague Ring Road and are also required by the affected city districts. The transaction has yet to be approved by the City Council. of Prague.
Ensuring the purchase of land for the so-called green belts of the capital are part of the agreement within the Memorandum on Joint Cooperation in the Preparation of Buildings No. 511 of the Prague Ring Road, which was concluded between the capital. Prague and the Directorate of Roads and Motorways of the Czech Republic (ŘSD) on 20 June 2017. The scope of the “green belts” was determined by a study prepared by the Institute of Planning and Development of the Capital City of Prague. m. Prague and the purchase of the land in question and parts of land is in accordance with this study. At the same time, the future functional use of the purchased land and parts of land for the implementation of “green belts” is in line with the acquired changes to the zoning plan No. 2988 and 3558, which relate to the relevant territory.
“In Prague, today we gave the green light to the first part of the purchase of land to reduce the impact of the new part of the circuit on the inhabitants of Prague. Unfortunately, the government has not yet bought a single meter of land for the construction of this crucial road, and moreover, it has repeatedly postponed this step. Nevertheless, the Ministry of Transport stated this year that every day when the circuit is not finished, it brings a loss of another four million crowns, “says the mayor of the capital city of Prague, Zdeněk Hřib.
The total exchange of purchased land is 116,496 m2, of which 77,930 m2 is owned by XAVEROV trade, as and 38,566 m2 is owned by AGROTRADE, as The price of the purchased land and parts of land was determined on the basis of an expert opinion and amounts to CZK 109,458,920. The company XAVEROV trade, as will receive CZK 31,937,120 and the company AGROTRADE, as, CZK 77,521,800.
“Last year we promised that this year the first results of land purchases will be under the future green belts, and it really happened. By today’s decision of the council, we approved the purchase of an area of more than 116,000 square meters. Now that we have a green wall where to plant, we start working on its documentation and work with the possibility that we use material excavated during the construction of the subway or the city ring road for its planting. Trucks would not have to travel from a distance of 50 to 80 kilometers. This would save the city’s coffers for landfill fees and the environment, “said Adam Scheinherr, Deputy Mayor and Transport Councilor.
After the approval of the city council, Prague can purchase 40 percent of the land needed to build a green belt. At the same time, it is 40 percent of the most needed land to ensure the greatest protection of the population from the negative effects of traffic.
“The state received an environmental impact assessment 19 years ago, and nothing has happened since 511. Not a single piece of land was bought, the building does not have a zoning decision and the whole of Prague pays for it. Heavy transit traffic must be able to bypass Prague. Do not enter it, leave behind polluted air in the wider city center, and move on again. For Prague, we are helping, as promised, the state and the city district of Prague – Běchovice. Although Prague is not building the outer Prague ring road, it is helping the ŘSD with the preparation of the section between the D1 motorway and Běchovice, as far as possible. I believe that thanks to the purchase of green belts, the resistance of citizens against the Prague ring road will be reduced and the whole building will finally start to move after almost two decades. The people in Spořilov have already suffered a lot, “added Scheinherr.
This is a significant shift in the construction of section 511 of the Prague ring road, because it is a matter of keeping the promise of the capital city of Prague towards this part of the city and at the same time an important argument against opponents of 511 construction from this locality. From the procedural point of view, the purchase will be followed by the preparation of documentation of value, probably in the first quarter of 2022, and a public discussion of its implementation.
